One of the main challenges of emergency management lies in communicating risks to the public. On some occasions, risk communicators might seek to increase awareness over emerging risks, while on others the aim might be to avoid escalation of public reactions. Social media accounts offer an opportunity to rapidly distribute critical information and in doing so to mitigate the impact of emergencies by influencing public reactions. This article draws on theories of risk and emergency communication in order to consider the impact of Twitter as a tool for communicating risks to the public. We analyse 10,020 Twitter messages posted by the official accounts of UK local government authorities (councils) in the context of two major emergencies: the heavy snow of December 2010 and the riots of August 2011. Twitter was used in a variety of ways to communicate and manage associated risks including messages to provide official updates, encourage protective behaviour, increase awareness and guide public attention to mitigating actions. We discuss the importance of social media as means of increasing confidence in emergency management institutions.

BackgroundDespite not being licensed for human consumption, the internet has triggered renewed, widespread interest and availability of 2,4-Dinitrophenol (DNP). DNP, a cellular metabolic poison causes thermogenesis resulting in fat burning and weight loss. Whilst extensively available for purchase online, research on user experiences of DNP is limited. MethodsA netnographic approach was used to describe user experiences of DNP via online public websites. Public websites discussing DNP were identified and a purposeful sample selected.Discussion threads were downloaded and a textual qualitative analysis conducted. Four themes containing 71 categories were generated. ResultsThere exists a plethora of communal folk pharmacological advice and recommendations for DNP manufacture and use, together with associated harms and outcomes. The efficacy and untoward effects of DNP were described and discussed alongside the notion that DNP should only be used by experienced bodybuilders. Dosage and regimes for optimal use were also described. ConclusionThis unique study provides a rich examination of the knowledge, attitudes and motivations of DNP users, illustrating the significant role of online public websites in sharing information.Further understanding of DNP users and the online communities in which they reside is warranted to facilitate engagement and formulate appropriate and effective policy responses.

Prenatal testing for congenital anomalies and genetic diseases is a recurring topic for social scientific research on biomedicine. In this research, the question of ethics is often examined in terms of discrepancies between abstract bioethical principles and individuals' grounded experiences. This article aims to contribute to discussions of the ethics of prenatal testing by drawing from a 'Foucauldian' analysis of ethical practices in specific historical settings that involve forms of technology, politics and personal reflection. On the basis of an empirical study in a Nordic welfare state setting, that of Finland, the first part of the article presents a short genealogy on how clinical geneticists' problematizations concerning selective abortion and disability have been translated into a form of ethics that I characterize as 'personalized'. The concept of 'personalized ethics' is explored to highlight a transformation in the ethical rationales pertaining to prenatal testing from a profession-centred code of conduct into a matter of personal ethical deliberation. The second part of the article discusses pregnant women's experiences of prenatal testing. A salient effect of practicing personalized ethics, I propose, is that new local moral worlds emerge where women turn to their peers for moral acceptance and some shared ethical grounds to cope with the decisions expected of them.
