Em um país em desenvolvimento como o Brasil, torna-se necessário analisar os aspectos econômicos e sociais que melhoram a qualidade de vida daqueles que vivem em situação de vulnerabilidade. Nesse sentido, o objetivo do trabalho consiste em analisar a relação de causalidade entre proteção social e liberalização comercial no Brasil. Para isso, são utilizados dados do Social Assistance, do MDIC e do Banco Mundial para os anos de 2004 a 2019, onde se analisam 21 países de renda baixa e média, através de um modelo de painel dinâmico com efeitos fixos. Dentre os resultados obtidos, foi possível verificar que a variável população está diretamente relacionada a maiores gastos com proteção social, evidenciando que um maior contingente de pessoas em países desiguais tem maior necessidade de gastos com proteção social. Também foi possível verificar através do modelo dinâmico que as importações estão associadas à ampliação de gastos em proteção social. Quanto à liberalização comercial, a revisão teórica indica que este pode ser um fator que em crescimento pode trazer malefícios para os países com maiores desigualdades de renda, no entanto, os resultados neste trabalho não foram conclusivos sobre o impacto nos gastos com proteção social. À guisa de conclusão, visando reduzir a desigualdade de renda e taxa de pobreza através da proteção social, faz-se necessário a ampliação de políticas sociais que se ajustem às singularidades dos países.

In Ethiopia, on-farm agrobiodiversity and the Productive Safety Net Program (PSNP) play a key role in building smallholders’ resilience. However, the impact of PSNP on on-farm agrobiodiversity is not yet well investigated. In this paper, we develop an analytical framework that links PSNP participation to on-farm agrobiodiversity. Both diverse farming systems and PSNP require labour inputs while providing income stabilization, which might result in a negative relationship between the two. Conversely, higher income from PSNP might allow farmers to increase their long-term on-farm investments, as opposed to the strategies oriented toward the highest immediate profit or calorie intake outcome. We base our empirical analysis on the World Bank’s Ethiopian Socioeconomic Survey, a panel dataset encompassing nearly 3000 respondents and a Tobit model, based on Difference-in-Difference and the Propensity-Score Matching methods. We find that Ethiopia’s PSNP has a negative impact on farm labour input, both in terms of labour intensity and duration. Furthermore, our results show that participation in the program is associated, on average, with lower on-farm crop diversity. We conclude that the PSNP participation may be crowding-out production stabilizing farming activities, such as intercropping or cover cropping, that are more labour intensive. Our findings call for embedding tools in the new phase of the PSNP (2021–2025) that could incentivise on-farm resilience-oriented investments, in particular leading to higher crop diversification.

This Element argues that Southeast Asia's failure to develop stronger social protection systems has been, at its root, a matter of politics and power. It has reflected the political dominance within the region of predatory and technocratic elements, and the relative weakness of progressive elements. From the mid-1980s, democratisation, the emergence of political entrepreneurs seeking to mobilise mass electoral support, and the occurrence of severe economic and social crises generated pressure on governments within the region to strengthen their social protection systems. But while such developments shifted policy in a more progressive direction, they have been insufficient to produce far-reaching change. Rather, they have produced a layering effect. Innovations have built upon pre-existing policy and institutional arrangements without fundamentally altering these arrangements, ensuring that social protection systems continue to have strong conservative, productivist and predatory attributes.
