This paper reviews the scholarly literature discussing the effect(s) of land registration on the relations between land tenure security and agricultural productivity. Using 85 studies, the paper focuses on the regular claim that land registration’s facilitation of formal documents-based land dealings leads to investment in a more productive agriculture. The paper shows that this claim is problematic for three reasons. First, most studies offer no empirical evidence to support the claim on the above-mentioned effect. Second, there are suggestions that land registration can actually threaten ‘de facto’ tenure security or even lead to insecurity of tenure. Third, the gendered realization of land registration and security may lead to uneven distribution of costs and benefits, but these effects are often ignored. Next to suggesting the importance of land information updating and the efficiency of local land management institutions, this paper also finds that more research with a combined locally-set approach is needed to better understand any relation(s) between land tenure security and agricultural productivity.

Sustainability of Agricultural Crop Policies in Rwanda: An Integrated Cost–Benefit Analysis

Rwanda has aimed to achieve food self-sufficiency but faces binding land and budgetary constraints. A set of government policies have been in force for 20 years that have controlled the major cropping decisions of farmers. A cost–benefit analysis methodology is employed to evaluate the financial and resource flow statements of the key stakeholders. The object of the analysis is to determine the sustainability of the prevailing agricultural policies from the perspectives of the farmers, the economy, and the government budget. A total of seven crops were evaluated. In all provinces, one or more of the crops were either not sustainable from the financial perspective of the farmers or are economically inefficient in the use of Rwanda’s scarce resources. The annual fiscal cost to the government of supporting the sector is substantial but overall viewed to be sustainable. A major refocusing is needed of agricultural policies, away from a monocropping strategy to one that allows the farmers to adapt to local circumstances. A more market-oriented approach is needed if the government wishes to achieve its economic development goal of having a sustainable agricultural sector that supports the policy goal of achieving food self-sufficiency.

The driving mechanism of soil quality (SQ) has important implications for arable land protection, sustainable agricultural development and ecological environment conservation. This study builds a “perception–response” theoretical framework to investigate how farmers’ land use behavior may affect SQ from the temporal and spatial perspectives. Based on soil sampling data, farmer survey data and socioeconomic statistical data collected in a typical peri-urban area of northeast China, geo-statistical analysis and econometric models have been applied to examine the effect of farmers’ land use behavior (FLUB) on SQ. The results show that during 1980–2010, the target of FLUB has been shifted from “grain output maximization” to “grain output and profit maximization” and then to “profit maximization”. The FLUB, including land use pattern, land use degree and land input intensity, also show obvious differences in space. These differences result in distinct impacts on the variation of SQ in time and space. Generally, the soil organic matter (OM) tends to decline, the available nitrogen (AVN) and available phosphorus (ANP) tend to rise, while the available potassium (AVK) increases after an initial decline. Moreover, the further distance from the city center, the greater the spatial variation of SQ in space. These findings are not only helpful from a theoretical and practical significance for policy-makers to improve SQ in the outskirts of metropolitan areas, but also make an important contribution to the sustainable development of peri-urban agriculture (PUA).
