The article deals with the state of public-private partnership in the field of waste management. The concept of waste was given, and the importance of managing the waste management system was justified, taking into account the resource orientation of many regions of the country. Legislative changes forming a new system of waste management are reflected. The author presents the dynamics of growth of waste generation, as well as their utilization and disposal in Russia. The main areas of expenditure related to the implementation of projects in the field of waste management were Identified. The problems of implementing these costs in the implementation of projects are highlighted, first of all, the lack of sources of funding for both the state and private business. The concepts of public-private partnership and the mechanism of its implementation, given by different authors, are considered. It was found that cooperation between the state and the private sector in this area has not yet been sufficiently developed, and only in the field of solid waste management. Projects in the field of production are not implemented. It is noted that the main initiator of the projects is the state, private business is not sufficiently interested in implementing projects in the field of waste management in the form of public-private partnership. The main forms of implementation of PPP projects, stages of implementation of projects and their degree of development in the Federal districts of the Russian Federation are considered. It was revealed that the projects do not use debt financing, which indicates a weak interest of banks in this sector of the economy in view of significant investments, long payback period of projects and the risks of their implementation.

Currently, a large-scale reform of the development institutions of the Russian Federation is planned and has begun to be implemented. The end result of the reform should be a fundamentally new ecosystem of investment support for technological growth processes. One of the important goals of a such ecosystem formation is to ensure the high competitiveness of the domestic world’s economy, as well as the compliance of the goals, strategies and policies of the development institutions in accordance with the Unifed Plan for achieving National Goals until 2030*. The authors of the paper concluded that today there were only general features of the reform of development institutions and were not defned such features as: future algorithms for institutions functioning, mechanisms of functioning, project selection mechanisms, project management mechanisms for monitoring the effectiveness of development institutions.
The modern approach to realization of large, expensive projects with long payback periods in various sectors of infrastructure often involves combining the financial resources of public authorities and the private sector through a public–private partnership (PPP) mechanism. The PPP mechanism has a high potential for attracting investments and facilitating other conditions necessary for the project. At the same time, the project participants need a third-party coordination platform that is objective and able to organize their dialog on equal terms. The authors of this article, for these purposes, consider the capabilities of digital platforms (DP). Digital platforms are able to unite many project participants in a single information field and provide them with the necessary services. Given the potential multitude of participants in such a system, there arises the question of meeting their basic needs to create mutually beneficial conditions during the implementation of projects. Thus, there is a need for flexible DPs. Flexibility can be achieved by using systems engineering (SE) approaches during the design of the DP. The practice of interaction with stakeholders in the framework of systems engineering allows the determination of the basic needs and areas of activity of the participants. The results of this practice will form the basis for the functional and physical design of the future DPs.
