This study aims to find out how the collaboration between Development Actors in realizing Mandiri Village in Bongki Lengkese Village, East Sinjai District, Sinjai District. The realization of Mandiri Village is inseparable from collaborative and balanced collaboration between development actors, namely (Village Government, Community and Business Groups) in the village. This study uses a qualitative approach, with a case study method, for the purposes of collecting data, the researcher conducts observations and in-depth interviews. The results of this study indicate that the collaboration of development actors in Bongki Lengkese Village shows social security in the form of mutual cooperation that is still well preserved by the community, although it has not shown results in economic resilience, especially self-sufficient food for some people, as well as electrical energy etc. Nonetheless, over the past few years it has demonstrated the efforts of development actors in taking on the role as economic drivers of the local community. This is evidenced by the development of a Joint Business Group (KUB) in the form of Goat KUB, Melati KUB, Cow and Blacksmith Fattening, Horti Farmer Group development in this case an increase in chilli production even though the development of Food Farmers Group has not shown optimal results.

The rapid development of social relations is currently leading to the transformation of many traditional legal tenets. Thus, public relations appear in the virtual space, cities can play a more significant role than the nation-state itself, and the design of the construction is often more expensive than the process of construction. These and many other things bring about the circumstances when the state, having its sovereignty, does not primarily take into account its territory to protect its own interests, as well as the emergence of new legal relations occurs without the usual binding to the territory. The purpose of this study is to assess the viability of the territory as one of the key characteristics of the state, taking into account the transformation of social relations under the modern conditions. The research attempts to understand the territory as a feature of the state with the latest trends in the development of social relations. To achieve this goal, modern scientific literature on the issue was analyzed to provide the assessment of the experience of new territory formation establishing new public relations and virtual space. It also provides an analysis of cross-border relations, carried out by both individuals and large commercial organizations. In order to develop an adequate legal doctrine, the methods of implementing the organizational and commercial activities of some organizations were investigated.

This paper studies the relationship between vacation homes and regional development. Vacation homes are often in peripheral regions with relatively low standards of living. Seasonal residents contribute income to these areas but make local housing costlier and may have negative effects on local housing, labour, and product markets. The paper introduces a model that demonstrates how demand for housing from seasonal residents affects the welfare of local residents. It then studies the effects of a Norwegian policy that obliges homeowners in certain municipalities to reside on their properties. The policy is shown to increase local population, employment, wages and house prices.
