The Relationship between Environmental Conditions and Transfer Rates of Selected Rural Community Colleges: A Pilot Study

Abstract: Defining external and internal environmental conditions as indepen-dent variables and institutional transfer rate as the dependent variable, the authors investigate the relationship between transfer rates and conditions that are beyond an institution's control (such as service area demographics and the degree of specificity in state articulation and transfer policies). Based on a three-phase analysis that involved multiple regression, factor analyses, and two-tailed t tests, the authors define negative and pos… Show more

“…They also expect the individuals who will benefit from the education to pay their fair share through tuition and fees. However, because many rural communities are poverty-stricken and have a low tax base, they are hard-pressed to support a community college, and the residents have little disposable income to spend on tuition (Higgins and Katsinas, 1999;McNutt, 1994). This means that there is not much money for high-cost curricula, adjunct or full-time faculty salaries, or faculty development.…”

“…Five articles focused on environmental or institutional factors associated with transfer (Banks, 1992;Blau & Presler-Marshall, 1994;Higgins & Katsinas, 1995;McMillion, 1999;Pincus & DeCamp, 1989). Several focused on student characteristics associated with transfer (Laanan, 1999;McCormick & Carroll, 1997).…”

“…In a study of transfer rates of 97 rural community colleges Higgins & Katsinas (1999) found that colleges which were subject to legislatively mandated transfer policies had an average transfer rate of 23% whereas colleges with non binding arrangements had a transfer rate of 14%. Higgins & Katsinas conclude that 'state policy clearly does matter, and states serious about implementing "seamless" K-16 education systems should seriously re-examine their transfer policies to promote better inter-institutional articulation and transfer'.…”
