Enterprise companies, which make future strategic plan, need to view overall performance. In this direction, monitoring decision-making unit (DMU) performances is a critical issue. Therefore, it should be fair and consistent performance evaluation and prepared open and clear reports. To handle with these requirements, this study focusses on establishing a comprehensive method of performance evaluations (PE). Five main stages exist as a framework of the study. Firstly, right PE tool are selected in terms of strategic frame of companies. In this study, we examine balanced scorecard (BSC) approach that considers not only financial but also non-financial topics to watch overall performance. BSC has key performance indicators (KPI) that show objectives and actualizations belonging to related DMU, and BSC also provides proper and summary reports including different perspectives. The next step is determination of KPI's weights. Analytic hierarchy process (AHP) is applied to determine KPI priorities. Because BSC evaluates DMU'S separately, it does not provide satisfied comparison among different DMU's. In here, we propose data envelopment analyses (DEA) that is linear program based non-parametric approach. However, DEA works correctly for only homogeneous DMU's. As a third step, classification process is applied to ensure homogeneity. Then, using BSC KPI's as outputs and DMU budgets as input, DEA model is run for each class. As a last step, we separate DMUs into categories using efficiency score obtained from fourth stage. To determine category numbers, Hierarchical Clustering Analyze (AHCA) method is used and group elements are selected with applying K-Means Clustering Analyze technique. At the end, a case study is given to show how developed model is applied within a company that uses only BSC tool for PE currently. It could be said that this integrated methodology is more efficient and reliable for decision-making process.

It is well-known that health-care systems all over the world try to improve efficiency and effectiveness due to high pressure to pursue rational performance. Many of the health-care reforms in different countries are conducted with the objectives to rationalise costs, to make health services more available, and to increase, or at least not to reduce, the quality of health services. Adequate efficient metrics used in assessing health-care services are critical for the quality of decision-making. The subject of this research is efficiency measurement in the institutes of public health in Croatia oriented to preventive activities, i.e. monitoring, analysis, and evaluation of the health of the population. Diversity of the programmes and temporal variability are the characteristics of public health services, and it is therefore harder to measure the effects in the long run. This research aims to analyse and propose a new approach to the measurement system using two methods: the Data Envelopment Analysis (DEA) and the Balanced Score Card (BSC), combined into the DEABSC integrative model, which can be an efficient method for the decision-making process. The starting point of this research is the analysis of the measurement system in public-health services in Croatia. The results confirm a weak and inadequate efficiency measurement system and very low effectiveness measurement. To enhance the efficiency measurement, we have developed the conceptual integrative DEABSC model which has been tested at the Teaching Institute of Public Health – the Department of Health Ecology. Using DEA for 2017, we have identified relatively efficient units that helped establish future goals set in the BSC strategic map. The combination of DEA and BSC allows identifying options for improving the effectiveness of public-health service programmes. The study confirms that it is possible to determine the relative efficiency of different DMUs within the Department of Health Ecology and use best practice for each perspective in the BSC Cause & Effect conceptual model. This paper also provides recommendations for an easier establishment of performance measurement in order to achieve the mission of public health institutions, but also indicates some limitations in the application of the methods.

The purpose of this study is to propose a hybrid method for disaster prevention and relief (DPR) evaluation for Taiwan. Through the hybrid method and evaluation results, the central and local governments of Taiwan could continuously improve and strengthen their DPR system. The main structure of the evaluation is based on the balanced scorecard (BSC), and 15 indicators are gathered from the literature on related issues. These indicators are further analyzed by data envelopment analysis (DEA) and the Malmquist productivity index (MPI) to assess the DPR efficiency of 13 administrative regions in Taiwan. The analysis shows that the DPR system in Taiwan might be improved in Yunlin and Hsinchu City, two administrative regions analyzed during the three stages and time frame studied. The indicators that most significantly affect DPR efficiency are the average number of people served by each government employee or teacher (L1), the supervision score of the Department of Medical Services (DMS) of the Ministry of Health and Welfare (I4), the number of licensed medical practitioners per 10.000 people (C1) and the number of social welfare workers per 10.000 people (C2). These indicators also reflect Taiwan's current shortages in DPR-related and medical personnel.Keywords: disaster prevention and relief, balanced scorecard, data envelopment analysis, Malmquist productivity index.
