Car-free development has been discussed in different parts of the world as a sustainable mobility strategy. Nonetheless, real efforts are limited temporally, such as on annual 'car-free days', and spatially, such as to car-free housing in the suburbs of small-to medium-scale European cities or car-free zones within the central business districts of large cities. The experience of Discovery Bay, Hong Kong, is analysed in this paper to demonstrate that car-free development can and has happened in compact cosmopolitan cities like Hong Kong since the 1980s. The population living in this car-free development reached more than 12 000 in 2014. A virtuous cycle of car-free development, building upon people's underlying environmental and social values, can be sustained by coordinated transport and land use planning to satisfy the diverse needs and through local participation. Nonetheless, many challenges of car encroachment still lie ahead.

Understanding the vulnerability of migrants in Shanghai to typhoons

China has experienced considerable migration from inland to coastal areas since the reforms of 1978, with migrants becoming an important population in many coastal cities. Compared with non-migrants (long-term residents), migrant vulnerability to typhoons is considered high due to limited access to job opportunities, social security, information, and other resources; however, there is no research on vulnerability of this population sector to natural hazards. This initial study analysed the perceptions and personal experiences of migrants living in Shanghai of typhoon hazards. During May 2010, empirical data were collected using an online questionnaire and face-face interviews. Response data indicated that risk knowledge of migrants was significantly lower than among non-migrants; differing risk perceptions between the groups were consistent with levels of personal typhoon experience; statistically significant differences in hazard knowledge within the sample also related to education and occupation; a variety of strategies to cope with typhoon hazards was being applied by residential committees; and that migrants were not generally recognised as a vulnerable group requiring special consideration in hazard risk management. To reduce the vulnerability of migrants to typhoons, we recommend expanding the range of accessible communication technologies distributing warning information; organising more educational and training programmes, at government and corporate level, to increase community awareness of natural hazards; encouraging local residential committees to promote social networks and engagement for migrants; and providing corporate incentives to develop insurances specifically for migrant needs. Further research is necessary to assess the differences in vulnerability between different types of migrants.

In recent years it has become increasingly recognized that resolving desertification is better achieved by winning over the local population than by imposing an 'expert' solution from above. However, little research has so far been conducted into the environmental perceptions of the general public in China. This study aimed to contribute to this important area of research by empirically exploring the lay public's environmental perceptions regarding desertification in Minqin County in Gansu Province, northern China. The study adopted as its theoretical underpinnings Zube and Sell's Process Model of the Perception of, and Response to, Environmental Change (1986). The primary data was collected via a questionnaire survey (n ¼ 1138) administered between 14 and 31 December 2002. The major findings of the questionnaire survey were: (1) although many respondents were aware of desertification, they did not fully understand the various issues involved; (2) respondents' perceptions of desertification were significantly affected by their personal attributes; and (3) there was a considerable difference in the way in which desertification in Minqin County was perceived by experts and laymen respectively. As far as the policy implications of these findings are concerned, two approaches are essential to encourage self-motivated social participation to resolve desertification in Minqin County: (1) the different perceptions of laymen and experts of the problem must be addressed at the outset in the formulation of any desertification-mitigating policies; and (2) any attempts to educate the lay public should not assume the existence of a homogenous community of like-minded people.
