This paper reviews both established and emerging literatures that problematize conceptual divisions (once) held between the public arena of geopolitics on the one hand, and the so‐called ‘private sphere’ of everyday life on the other. Tying into current concerns in critical and feminist geopolitics, I aim to understand how the home has been theorized and empirically researched as a material and ideological entity of geopolitical significance. The paper covers the themes of modern warfare; home(land) and nation; and the domestic worlds of ordinary, dissident and elite geopolitical actors. It argues that while a rich source of scholarship has coalesced around the influence of geopolitics on the home at different spatial scales, more research should explore how geopolitics is influenced by, and emerges from, the home. In exposing this inequitable, yet ultimately untenable binary division, the paper calls for geographers to ‘make space’ for home in geopolitics.

This paper critically assesses the CIA's drone program and proposes that the use of unmanned aerial vehicles is driving an increasingly paramilitarized U.S. national security strategy. The paper suggests that large-scale ground wars are being eclipsed by fleets of weaponized drones capable of targeted killings across the planet. Evidence for this shift is found in key security documents that mobilize an amorphous war against vaguely defined al-Qa'ida "affiliates". This is further legitimized by the White House's presentation of drone warfare as a bureaucratic task managed by a "disposition matrix". Such abstract narratives are challenged through the voices of people living in the tribal areas of Pakistan. What I call the Predator Empire names the biopolitical power that catalogues and eliminates threatening "patterns of life". This permanent war is enabled by a topological spatial power that folds the environments of the "affiliate" into the surveillance machinery of the Homeland.

Ce texte s’efforce de montrer que la stratégie de contre-terrorisme poursuivie par l’administration Obama a amplifié et normalisé la pratique contestée de mener des frappes militaires ciblées qu’avait adoptée l’administration précédente à l’aide de drones de combat pour éradiquer des sujets associés au réseau terroriste Al-Qaïda. En évoquant le continuum du régime précédent quant à la doctrine de « frappe préemptive » de l’administration Bush, nous avançons que la guerre des drones est bien en selle avec Barack Obama à ses commandes pour lutter contre le terrorisme. Dans un premier temps, nous retraçons les racines de l’utilisation des drones dans la stratégie militaire américaine, en illustrant comment les assassinats ciblés accompagnant l’avènement des drones s’insèrent dans la transformation du régime gouvernemental de sécurité nationale américain entamé dans le sillage de l’après-11 septembre et axé sur la frappe préemptive. Nous soutenons que l’instauration de ce régime basé sur la vision du chasseur technologique qu’est le drone nous permettra de mettre en relief comment, à travers une domination verticale, s’établit un régime optique capable de discipliner à distance les populations fonctionnant de concert avec la nouvelle stratégie de contre-insurrection. Dans un deuxième temps, nous passons en revue l’application de cette nouvelle tactique secrète de contre-terrorisme dans la zone géopolitique connue comme l’« Af-Pak » pour combattre les forces terroristes (insurgés talibans ou cadres d’Al-Qaïda). C’est devant le constat que l’utilisation des drones chasseurs/tueurs s’est généralisée en Af-Pak que nous interrogeons la dimension nécropolitique de cette stratégie militaire d’assassinats ciblés qui mise sur un régime gouvernemental optique biopolitique.This article aims to show that the counterterrorist strategy pursued by the Obama administration has amplified and normalized the contested practice of targeted killing adopted by the former administration using armed drones to hunt and kill Al-Qaeda known associates. In evoking the continuum between both administrations, we put forth that the drone war is firmly established as a counterterrorism strategy with Barack Obama as commander-in-chief. We firstly retrace the origins of the use of drones in a military strategy by illustrating how targeted killings are linked to the transformation of the national security governmental regime in the wake of September 11, 2001, and the preemption doctrine. We sustain that the establishment of a regime based on the vision of the drone will allow us to emphasize how, through a vertical domination, an optical regime is able to discipline populations from afar and in conjunction with the new counterinsurgency strategy. Secondly, we explore the implementation of this new secret counterterrorism strategy in the geopolitical borderland known as “Af-Pak” to fight Taliban and Al-Qaeda forces.
