The ocean as frontier

Abstract: This editorial explores how the concept of the frontier calls attention to the ocean as a space of both opening and closure. Whilst the new opportunities suggested by a frontier imply an opening, the realisation of these opportunities typically requires a degree of (en)closure. At the same time, however, because spaces like the ocean cannot easily be enclosed by existing political institutions, the frontier opens new spaces for regulatory and, ultimately, ethical innovations. In short, while there is much to b… Show more

“…From this vantage point, the oceans present the potential to approach the human-environment relation in new ways, perhaps in forms that differ from the violent practices of enclosure that have dominated terrestrial spaces (see, e.g., Fairbanks et al 2017). As Steinberg (2018) indicates, a frontier, as opposed to a border, signifies a space of transitional authority characterised by opportunity. The pressing questions are, of course, opportunity for what and for whom.…”

“…The imaginary offers “a zone of not yet – not yet mapped, ‘not yet’ regulated” (Tsing , p.5100), and of spaces of potentiality (Lehman ). Such narratives of opening are inevitably coupled with the spectre of closure through a range of mechanisms, including “the introduction of the frontier into scientific models and systems of categorization” (Steinberg , p.1). This paper is concerned with placing science and scientists as central to efforts to know oceans, and therefore render them legible for governance in the interest of progress.…”

“…Frontier describes a recently “discovered” or newly reconceived space of sociocultural, environmental and/or economic potential; it is often employed as a metaphor by those seeking to catalyse (or critique) changes in actors, institutions, norms, and relationships associated with that space (Blomley ; Steinberg ). Frontier applies to the Exclusive Economic Zones (EEZs) of Small Island Developing States (SIDS) in the way that they are currently posited as ripe for developing, testing, and implementing new or expanded governance arrangements for ocean conservation and development.…”
