This paper summarizes the arguments and counterarguments within the scientific discussion on defining the essence of health as an economic category. Systematization of the scientific works to defining health as an economic category requires a clear formation and a detailed description of the health determinants. For achieving the research goal, the study was carried out in the following logical sequence: 1) defining the general research problem; 2) theoretical analysis on the relevant publications; 3) classifying the health determinants by item functioning content; 4) defining areas of public policy concerning the investigated issue; 5) determining the global changes due to COVID-19 impact. The methodological base of this study was the methods of systematization, comparison, structural analysis, logical generalization, and bibliometric analysis. The study involved the VOSviewer 1.6.15 software in visualizing the obtained results. The study sample consists of 610 documents indexed in the Scopus database from 2010 to May 2021. The paper presents the classification of the health determinants by the item functioning content as follows: 1) medical and demographic orientation determinants; 2) morbidity determinants, their composition, a list of the number of appeals to medical institutions, reports of medical examinations; 3) disability determinants; 4) determinants of physical development such as somatometric (average height, weight, chest volume, geometric shape of organs and body tissues), somatotopic (geometry of the spine, legs, arms, skeletal development, etc.), and psychometric (arm strength, respiratory rate, blood pressure, etc.); 5) determinants of natural population movement (births, deaths, natural population growth, life expectancy). The authors noted that quantitative determinants mentioned above allowed determining in detail and systematically the level of health as an economic category. The findings showed that the global COVID-19 pandemic changes the legislation support of health care. Besides, the healthcare guarantees program ensures transparent government support in the medical sector of Ukraine. The authors indicated that using an «Analytical panels» (dashboards) service on the website of the National Health Service allowed the analytical data processing on medical costs. The authors highlighted the improvement in healthcare institutions’ performance and financial transparency. The obtained results could be helpful for scientists and students interested in this research issue.

DIGITALIZATION OF ADULT EDUCATION IN THE CONTEXT OF HUMAN CAPITAL DEVELOPMENTModern society has entered a new century in the process of increasing global change, among which human changes and their development sharply lag behind the changes in the techno-economic sphere. Global processes require overcoming this gap and creating a modern adult education system that shapes and develops human beings and, as a consequence, increases human capital.The article describes digital adult education as a factor in improving national human capital, its direct impact on human development as a whole, and as an employee. It also shows Ukraine's place in the human capital index of countries, which includes education as one of the rating points. With the changing nature of work, some workers find themselves in a situation where their skills are lacking. Against the backdrop of transformations aimed at shaping and improving human capital, people of working age are experiencing increasing concern about job prospects and their social role. In the course of work, a number of benefits of lifelong learning have been identified and grouped into such categories as: increasing well-being, contributing to human capital through continuing vocational training and enriching one's life and realizing oneself as a person. Ukraine needs a radical change in the paradigm of its socio-economic progress, the transition to new forms of education, namely, more attention to adult education. It is the basis of a high quality of life and national human capital.

This paper summarizes the arguments and counterarguments within the scientific discussion on the issue of the need for an innovative policy in the area of health protection at the link with the transformation of the social and economic development of the country through the pandemic COVID-19. The main goal of this study is to predict two scenarios for the development of the main indicators of the country's socio-economic development: considering the pandemic COVID-19 and the possible course of events without the influence of epidemiological threats. The systematization of literary sources and approaches to innovation and the determination of the volume of negative consequences for the national economy, due to the introduction of quarantine restrictions, has shown that this issue is quite relevant around the world. The study of the transformation of the trajectory of economic development of Ukraine in the article was carried out in the following logical sequence: 1) collection of statistical information, including 118 indicators of social development, the state of capital investment and business expectations of Ukrainian enterprises and screening of multicollinear indicators among them; 2) performing a time series decomposition separately for the interval 5 years before quarantine and taking into account the impact of the pandemic; 3) forecasting the consequences of the pandemic according to the investigated indicators of economic development in 2020-2022 by turning the time series into the Fourier series. The methodological tools of the study were methods of checking for multicollinearity by Pearson coefficients, decomposition of additive models into a trend and cyclic components, selection of cyclic oscillations by fast Fourier transform, extrapolation of constructed models for subsequent years, and quality control of constructed models by F-test quarterly data for 2015-2020 are selected. The study empirically confirms and theoretically proves that among the socio-economic development factors studied, most experienced significant transformations due to the introduction of quarantine restrictions by the government. This leads to the need for innovation policy in the health sector in order to minimize such consequences in the future.
