“…At the same time, HRM was evolving a new approach towards managing and forecasting personnel and skill needs or GPEC ( Gestion Prévisionnelle des Emplois et des Compétences ) especially for accompanying organizational transformation (Raoult, 1991). The GPEC approach explicitly recognises human resources as assets producing competitive advantage but in the French context it was also widely argued that HR managers were consciously using individual evaluation as a way of replacing the logic of qualification with the logic of competence (Cavestro and Sonzongni, 1999; Durand, 2000a, b; Lacroix, 1998; Marbach, 1999; Oiry and d'Iribarne, 2001; Pochet, 1999).
