The coronavirus disease (COVID-19) pandemic has affected people’s lives globally. Indonesia has been significantly affected by this disease. COVID-19 has also affected certain social and economic aspects of Indonesia, including community resilience. Through a variety of contexts and geographic locales, we explore the previously mentioned concept of resilience. From existing literature reviews, we develop a holistic framework for community resilience during the COVID-19 pandemic. Then, we formulate crucial factors for community resilience during the COVID-19 pandemic: natural capital, social capital, human capital, stakeholder engagement, community participation, technology, and communication. Strategic stakeholder action in the community resilience domain has facilitated increases in economic as well financial capital for adapting to and surviving deficits in productivity in the face of the COVID-19 pandemic. This study is a reflection on and a comparative review of the existing literature from different countries.

The article suggests a scientific and methodological approach to the evaluation of the infrastructural component’s effectiveness in the anti-money laundering system due to digitalization. Structural modelling is the basis for the mentioned approach implementation, which consists of several steps. First, the input data is selected in terms of the effective regulation of the financial services market, law enforcement and judicial activities, and digitalization. Next, the moving average method is used to identify the growth rate of missing values in the available data series. Then, the selection of relevant factors for financial services market regulation, law enforcement activity, judicial activity and digitalization is based on the principal component analysis. After reducing the input array of data to a comparable form, a structural equations system can be constructed to reflect the impact of the digitalization level on the latent integral characteristics of the directions of anti-money laundering work done by regulatory authorities. Finally, the model is checked for adequacy. The result of this research can serve as an information base for further strengthening the digital vector in the development of regulation institutions and law enforcement agencies overseeing the financial services market, as well as for the radical transformation of courts in Ukraine since digitalization currently negatively affects them.

Nowadays, municipalities can provide services to citizens through information technologies, improving their massification and access. These are generally provided based on a country’s laws, but digitalization dissimilarities and the lack of guidelines complicate an equilibrium in their provision between the different municipalities of a country. On the other hand, enterprise architectures can be used for standardization, convergence, and interoperability in electronic governments, as they allow a holistic perspective for viewing the information technology resources of a municipality and aligning them with their business strategy. The current proposal emerges in this scenario, with the objective of presenting a method for developing reference enterprise architectures based on e-services and its use in a specific case. Concretely, a reference enterprise architecture has been developed for a set of minimum e-services that must be provided by Chilean municipalities.
