The authors examine the experiences of informal housing providers, defined as those who provide housing and shelter to family, friends, and acquaintances in the context of a severe affordable rental housing crisis. Forty-five semistructured interviews were conducted with informal housing providers in and around New Haven, Connecticut, in 2021. The data describe the critical role informal housing providers play in addressing gaps in the housing safety net. Interviews also show the ways informal housing provision can strain already vulnerable households and threaten providers’ own housing security, with implications for their health and well-being. As such, the data illustrate how widespread unmet housing needs can reverberate across networks and communities. Given the multiple ways structural racism has constrained housing access for nonwhite Americans, this burden of housing provision is also likely to be unequal, with implications for population health equity.

Objective: We examine how mothers' characteristics are associated with forming a doubled-up household as a host (allowing adult extended family members/nonrelatives to join their household) and guest (moving into a home owned/rented by extended family/nonrelatives). Background: Doubled-up households are increasingly common and shape families' lives in meaningful ways. Although doubling up is often considered a response to economic need, few studies directly examine the range of characteristics that may predict entry into doubled-up households. Method: Using data from the Survey of Income and Program Participation, we examine how demographic, economic and housing, and family characteristics are associated with mothers' risk of becoming doubled-up as hosts and guests. Results: Multiple factors have independent links to doubling up, including race/ethnicity, housing assistance receipt, and socio-economic status. Family factors are especially important; in particular, experiencing a new birth and having a young child are associated with doubling up as a guest, and romantic relationship changes are associated with doubling up as either a host or guest. Additionally, many predictors of doubling up as a host and guest differ. Finally, we find that almost one-third of adult mothers who are doubled-up as guests never transitioned into a doubled-up household; rather, they remained in their childhood home. Conclusion: A full accounting of when and why families double up requires researchers to attend to mothers' needs-and changes in these needs-across multiple dimensions and to distinguish between hosts and guests.

Policing, Property, and the Production of Racial Segregation

This paper argues for a re-consideration of policing as a key factor in the historic and contemporary production of racial residential segregation. Historical evidence suggests that policing can be understood as a substituting force among many modes of segregation which increased and decreased in use and effectiveness based on social and legal context. However, in contemporary contexts, policing not only substitutes for other mechanisms of segregation, but also has become synthesized with them. The proliferation of crime-free and nuisance housing ordinances suggests that policing has been metabolized into the everyday ways that white residents segregate neighborhoods. These ordinances encourage individuals to surveil their neighbors and file complaints with them through city bureaucracies and municipal police departments. These processes threaten and in many cases produce eviction, which has segregatory consequences when white residents police their Black neighbors. Building from Cheryl Harris’ work on whiteness as property, I theorize policing as a form of property. Through an examination of crime free and nuisance ordinance policing, I argue that to engage in neighborhood policing is to acquire social status and power through dispossession, forms of social status unavailable to those vulnerable to such policing. As traditional mechanisms of racial segregation weaken or change, seeing how policing functions as property reveals one way that whiteness is imbued with new meaning in the face of de-segregation.
