“…Trata-se de uma análise focada nos processos de formação de agenda, formulação e mudanças nas políticas públicas, a partir das abordagens dos múltiplos fluxos desenvolvida por John Kingdon (KINGDON, 1984, 2006a, 2006bCAPELLA, 2006) e das coalizões de interesse de Paul Sabatier e Hank Jenkins-Smith (WEIBLE;SABATIER, 2007;373 -399 SABATIER; JENKINS-SMITH, 1999, as quais deixam transparecer os vários atores e suas relações na construção das políticas públicas. Ademais, faz-se uso da noção de rede de políticas públicas enquanto método de descrição e análise dos padrões de relação existentes no âmbito dos programas analisados (ADAM;KRIESI, 2007;RHODES, 2006), apoiando-se, também, na ideia de permeabilidade do Estado (MARQUES, 1999) e "trânsito institucional" (SILVA; OLIVEIRA, 2011) para evidenciar a "[...] fluidez das fronteiras do Estado à penetração de grupos sociais organizados e em disputa por recursos, projetos e políticas" (BOLTER, 2013, p. 65). Essas abordagens e noções oferecem interpretações que auxiliam na compreensão da interação entre Estado e sociedade na construção, implementação e mudanças nas políticas públicas.…”
