Likewise, Hong Kong and Western scholars also pointed out that one of the major difficulties with natural hazards is knowing where to find accurate information and how to coordinate efforts by sharing accurate information in a quick and organized manner (Burkle, 1995;Libman et al, 1997;Mok et al, 2005).
