“…Some scholars believe that state-owned enterprises can strengthen their profitability through natural resources rent [ 86 ]. However, other scholars hold the opposite opinions, in that as state-owned enterprises function as an instrument to enforce government policies, they may underperform in financial outcomes to reach non-commercial goals [ 87 , 88 ]. Water issues are highly related to human rights [ 57 ] (Hazelton,2013), and state-owned enterprises need to bear more responsibilities to protect civil rights.…”

“…Water issues are highly related to human rights [ 57 ] (Hazelton,2013), and state-owned enterprises need to bear more responsibilities to protect civil rights. For example, Huang et al [ 87 ] found that state-owned enterprises pay more pollutant discharge fees. Our research shows (as shown in R4 and R5) that water risk moving from the first quartile (0.1135) to the third quartile (0.2132) can reduce the financial performance of state-owned enterprises by 0.76%, while non-state-owned enterprises only suffer 0.215% losses.…”

“…The research on the pollution charge system is relatively affluent. The existing studies have verified that the pollutant discharge fee system plays a vital role in pollution control, energy conservation, and emission reduction (12,13). However, some studies have also pointed out the shortcomings of the pollutant discharge fee system in the implementation process, such as low levy standards, many administrative interventions, non-standard levies, and lack of compulsory and standardized, which affect the effectiveness of its emission reduction (14).…”

“…Singapore NPV [35] As we cannot obtain external cost analogous to internal cost, the marginal damage cost of each impact category is used to calculate external costs. Marginal damage cost data are usually obtained based on the willingness to pay (WTP) theory or other national policies, such as tax credits, pollution charges, or carbon taxes [19,[36][37][38]. The WTP method is that people are willing to pay a certain amount of money to avoid (or exchange) a certain change [39].…”
