The European Union has traditionally played an anchoring role in Turkey, pushing the Republic towards the enhancement of fundamental rights and freedoms. However, the decreasing credibility of the project for EU membership after 2005 has gradually led to selective reforms being introduced, and most recently to de-Europeanization. Against this quickly changing background, this paper seeks to investigate the usages of Europeanization by domestic political actors during the discussions on the recently failed constitution-making process (2011)(2012)(2013). It specifically focuses on deliberations over religious freedom, and argues that Europeanization has continued to serve as the normative context in constitution-writing.

This article aims to scrutinise the state of euroscepticism in Turkey with a particular focus on the shifting preferences of government, opposition and public opinion in the last decade. Building upon Yılmaz's (2011) analysis, the article will try to make sense of the eurosceptic transformations in Turkish politics from 2008 onwards. Accordingly, first, shifting governmental discourses towards the EU will be discussed with a particular focus on how the AKP government adopted the 'Sévres Syndrome' as a key political tool to denigrate Europe. Second, euroscepticism in opposition parties will be scrutinised comparing the strategic eurosceptic rhetoric of the CHP with the ideologically-driven euroscepticism of the MHP. Final section will examine how Turkish public responds to the eurosceptic/pro-EU shifts in the discourses of major political parties. Overall, the article argues that euroscepticism in Turkish politics in the last decade often fluctuates between government and opposition in response to certain domestic political turning points appearing to be more strategic than ideologically-driven, more volatile than stable, and hence less and less credible.

Policy Priorities in the Election Manifestos of Political Parties in Turkey, 2002–2015

The policy areas prioritized by the major Turkish political parties during the election campaigns between 2002 and 2015 are examined in this study. The main questions to be addressed are as follows: Which policy areas do the political parties prioritize? Is there a significant divergence in the prioritization of different policy areas or are there common themes that are emphasized by all parties? Are there trends regarding the parties' policy priorities over time? And finally, do the policy areas, as prioritized by the parties, correspond to what the public considers as important issues? To address these questions, the election manifestos of the four major Turkish political parties are analyzed. The analyses show that policy areas related to the economy, welfare, and quality of life are the most recurring themes in the election manifestos of the four major Turkish parties between 2002 and 2015.
