This paper develops an English School (ES) framework for analysing the emergence of new primary institutions in global international society (GIS), and applies this to the case of environmental stewardship. The paper traces the impact that global environmentalism has had on the normative order of GIS, examines the creation of secondary institutions around this norm and identifies the ways in which these developments have become embedded in the constitution and behaviour of states. It assesses the ways in which environmental stewardship has interacted with the other primary institutions that compose GIS, changing some of the understandings and practices associated with them. The conclusions argue that environmental stewardship is likely to be a durable institution of GIS, and that it might be a harbinger of a more functional turn in its priorities.

RESUMEN. En este artículo se trata de situar el régimen de derechos humanos -aunque sólo el de los llamados derechos civiles y políticos-dentro del universo mental de los imaginarios sociales modernos que conforman nuestra forma de leer el mundo En estas páginas se sostiene que: (1) los derechos humanos no tienen fundamento filosófico posible (sólo la población a un ser trascendental que la filosofía ya no reclama); (2) uno de los ejes de estos imaginarios sociales modernos es el que se extiende desde la humanidad una (cosmópolis) hasta el estado soberano moderno; (3) el otro eje se despliega entre la civilización y la condición de salvaje, en un relato teleológico. Con estas premisas los derechos humanos, que sólo se entienden hasta el fondo, en una determinada tradición lingüística, pueden y deben ser usados, no como fundamentos universales de la acción, sino como armas de lucha.Palabras clave: Derechos humanos; imaginarios sociales; relaciones internacionales; teoría política.ABSTRACT. This article aims to set the human rights regimen -though only the regimen that refers to civil and political rights in the context of the mental universe of those social imaginaries that constitute our way of reading the world… In these pages I state that human rights have no fundamental philosophical foundation (in any case, only a transcendental being excluded from our philosophical thoughts), (2) that one of the axis of these modern social imaginaries is the one that deploys itself from the human kind as one (cosmopolis) to the sovereign state; and (3) the other axis stretches from civilization to barbarism, in a teleological narrative. With these in mind, human rights, that could only be understood totally inside a linguistic tradition, could and should be used, not as universal foundation of action, but as weapons for struggle.

Rethinking Benchmark Dates in International Relations

International Relations (IR) has an 'orthodox set' of benchmark dates by which much of its research and teaching is organized: 1500, 1648, 1919, 1945 and 1989. This article argues that IR scholars need to question the ways in which these orthodox dates serve as internal and external points of reference, think more critically about how benchmark dates are established, and generate a revised set of benchmark dates that better reflects macro-historical international dynamics. The first part of the article questions the appropriateness of the orthodox set of benchmark dates as ways of framing the discipline's self-understanding. Sections two and three look at what counts as a benchmark date, and why. We systematise benchmark dates drawn from mainstream IR theories (realism, liberalism, constructivism/English School and sociological approaches) and then aggregate their criteria. Part four of the article uses this exercise to construct a revised set of benchmark dates which can widen the discipline's theoretical and historical scope. We outline a way of ranking benchmark dates and suggest a means of assessing recent candidates for benchmark status. Overall, the article delivers two main benefits: first, an improved heuristic by which to think critically about foundational dates in the discipline; second, a revised set of benchmark dates which can help shift IR's centre of gravity away from dynamics of war and peace, and towards a broader range of macro-historical dynamics.
