In this article, we look at 21st-century warfare in the context of two great powers: Russia and America. Russian and American invasions and subsequent wars are evaluated in terms of why and how they are fought, legal and moral considerations, impact, outcomes, and consequences. The article examines similarities and differences in strategy and methods, expanding on the increasingly popular remote warfare. Finally, we assess the decisive role of science and technology in war, raising questions about the future of AI warfare.

This article introduces the Commercial Military Actor Database (CMAD), a dataset able to support research on civil war and commercial military actors. First, the CMAD covers all civil wars from 1980 to 2016 across all of the world’s regions except Europe, which enables the investigation of long-term regional and global trends. Second, the CMAD encompasses the corporate market segment and mercenary outfits, which facilitates the analysis of how those actors have impacted conflicts differently. Third, containing detailed information about the relationships behind exchanges, the CMAD allows users to disaggregate market exchanges. Using the CMAD’s new data, we examined trends in the market for force, and demonstrate the data’s added value. We re-examining Akcinaroglu and Radziszewski’s study on how private military and security companies affect the duration of civil war. The findings show that the market’s influence on conflict can only be fully understood by including corporate and mercenary actors.

Savaşların doğasının değişmesiyle birlikte hibrit savaşlar yaygınlık kazanmış ve bu doğrultuda özel askeri şirketler, özellikle küresel hedefleri bulunan, devletlerin savaş stratejilerinde önemli bir araç haline gelmiştir. Özel askeri şirketler kaynak ülkelere çeşitli avantajlar sağlamakla birlikte bir takım tehditleri de bünyelerinde barındırmaktadırlar. Küresel politikada etkinlik kazanma arzusunda olan ve küresel hedefleri doğrultusunda özel askeri şirketleri dış politikada araçsallaştıran Rusya Federasyonu’nun en önemli özel askeri şirketi olan Wagner’in isyan girişimi, özel askeri şirketlerin kaynak ülkeler açısından taşıdığı risklerin yeniden tartışılır hale gelmesini sağlamıştır. 2014 yılında Rusya’nın Kırım’ı ilhakında görev alarak dünyada adını duyurmaya başlayan ve Rusya açısından kullanışlı bir aygıta dönüşen Wagner’in isyanı, bu tür yapılanmaların kontrol altında tutulamadıklarında ait oldukları devletler açısından önemli ulusal güvenlik sorunlarına yol açabileceklerini ortaya çıkarmıştır. Temel amacı; Wagner örneği üzerinden özel askeri şirketlerin kaynak ülkeler açısından taşıdığı risklerin tartışılması olan çalışmada; Wagner’in Rus siyasetindeki rolü ve etkisi değerlendirilerek Rusya açısından meydana getirdiği tehditler ele alınmaktadır. Tarihsel ve betimsel metodolojinin kullanılacağı bu çalışma, “özel askeri şirketlerin aşırı güçlendiklerinde ve yakın coğrafyalarda görev aldıklarında kaynak ülke açısından risk oluşturabilecekleri” denencesine dayanmaktadır.
