This study assesses the role played by basic formal education on the impact of information technology on inclusive human development in sub-Saharan African countries during the period 2000-2012. The study aims to answer one critical question: What is the relevance of basic formal education in the effect of mobile phone penetration on inclusive human development in sub-Saharan Africa when initial levels of inclusive human development are taken into account? The empirical evidence is based on instrumental quantile regressions. The findings of this study show that poor primary education dampens the positive effect of mobile phone penetration on inclusive human development. This finding should be understood from the perspective that the education quality indicator represents a policy syndrome because of the way it is computed, notably, the ratio of pupils to teachers. Hence, an increasing ratio indicates decreasing quality of education. It follows that decreasing quality of education dampens the positive effect of mobile phone on inclusive development. This tendency is consistent throughout the conditional distribution of inclusive sustainable human development. Policy implications are discussed.

Dynamic Determinants of Access to Weapons: Global Evidence

This study investigates the determinants of and persistence in access to weapons using a global sample of 163 countries for the period 2010–2015. The empirical evidence is based on the generalized method of moments. Hysteresis in access to weapons is consistently more apparent in countries with below-median levels in access to weapons compared to their counterparts with above-median levels in access to weapons. The hysteresis hypothesis within this context is the propensity of past values of access to weapons to influence future values of access to weapons. Factors that consistently drive access to weapons are: perceptions of crime, criminality, conflict intensity, political instability, military expenditure, violent demonstrations and terrorism. The effects of these drivers are contingent on initial levels of access to weapons. Policy recommendations for managing access to weapons are discussed. JEL: H56, L64, K42, P50

The Sustainability of Tourism: Global Comparative Evidence

This study investigated the sustainability of global tourism in 163 countries for the period 2010 to 2015. Given the richness of the dataset, the data has been decomposed into 11 fundamental characteristics based on income levels, legal origins and openness to the sea. The empirical evidence was based on Generalised Method of Moments (GMM). Three main hypotheses were tested from which three broad findings were established. First, Hypothesis 1 is overwhelmingly valid because persistence in tourist arrivals is consistently an increasing function of income levels. Hypothesis 2 is not valid because French civil law countries are associated with comparatively higher levels of persistence in tourist arrivals. Hypothesis 3 is invalid because landlocked countries reflect higher levels of tourism persistence.
