The Misrepresentation of the Black Poor

Abstract: The author examined the effect, if any, of membership in various Black income groups on members’ political power, conceptualized as the ability to elect ideologically preferred representatives to Congress. The findings indicate that large numbers of Black poor actually mitigate quality representation in Congress. This happens despite large concentrations of Black poor into relatively few congressional districts.
