“…Therefore, rather than testing all existing PAF hypotheses in China, we use the framework to evaluate the potential of program success. It is important to evaluate the potential for policy success because success shapes the power position of the programmatic group promoting a specific program (Hornung, 2021). We focus our analysis of Healthy China 2030 on five PAF aspects of policy program success (Hornung, 2021), namely (1) program coherence, i.e., alignment between policy goals, objectives, and instruments, (2) institutional congruence, i.e., alignment between the program and existing institutions, (3) connectivity, i.e., the ability of the policy program to provide an anchor for identification of actors that appear relevant in the existing structures, (4) responsiveness, i.e., the extent to which the program meets broader existing and emerging challenges within the policy subsystem, and (5) program fit, i.e., whether the program provides a narrative that fits into and is responsive to the dominant national mood.…”
