The tax contract system reform in Guangdong province under the separatist rule in the 1930s faithfully adopted Song Ziwen’s original reform program in the 1920s. But Guangdong provincial government in the 1930s attempted to systematize it more skillfully by introducing a full-scale open-bid contract. This chapter demonstrates the specific process of the tax-farming contract using five files related to the tax contractors, found among the documents of the Department of Finance, Guangdong Provincial Archives. Chapter 8 shows the vitality and merits of the tax contract system to appeal to the government and the taxpayers. For a government with weak administrative capacity, soliciting tax contractors was an attractive option to minimize tax costs and secure a fixed amount of tax revenue.

This paper discusses how the space designed by ‘bad’ emperors such as Nero and Domitian is described in Tacitus, Cassius Dio, and Suetonius. It argues that these authors use space to depict these emperors as tyrants. First, we will study how Roman emperors use space to fashion their memory. Their design of space is subject to interpretation, in particular as regards Roman emperors who were praised during their lifetime, but were considered tyrants after their death. In later historiography and biography, the depiction of their imperial space fulfils several functions. These functions, which together make this space appear as ‘tyrannical’ space, are the focus of the second part of the article. Finally, this negative framing of tyrannical space is complemented by the strategy of avoiding mention of certain spatial elements at all. I shall argue that this forgetting of tyrannical space can be explained by its potentially positive memory.

This chapter considers the issue of continuity and rupture between Neronian and Flavian policies in light of Vespasian's efforts to revive official cult honours for the deified Claudius. Re-examination of the evidence for the status of Divus Claudius during the reign of Nero suggests that the most salient feature of Claudius' divinity was the glory it conferred upon his successor's patriline. Accounts that stress the Flavians' rejection of Neronian precedents thus fail to offer adequate justification for the renewed emphasis that Claudius' cult received under Vespasian. A better explanation can be found in the ideological importance of the imperial cult itself, as the new dynasty sought to build on the example of Divus Claudius as a precedent for its own claims to charismatic authority.
