The Middle Path to Democracy in the Kingdom of Bhutan

Abstract: I explicate here the conditions conducive to fostering democracy in Bhutan. Using an interdisciplinary framework, I argue that village society is fundamentally democratic, but the state is not, and that the state can be democratized by formalizing traditional institutions. However, I argue that anti-Bhutan rebels in Nepal cannot bring democracy to Bhutan.

“…Mathou (2000) notes that Bhutan"s politics is quite stable and indifferent towards the robustly sweeping changes of the world in second half of the twenty century thus none of either capitalism or socialism or communism or liberalism enveloped Bhutanese polity and political culture in the sphere of their influence. Wangchuk (2004) understands it as Bhutan"s peculiar craft to adapt to the rapidly fluctuating political praxis whereas Winderl (2004) feels Bhutan strongly succeeding in course of being better nation with overall progress sufficiently underscored and underpinned through adequately appreciative stance to detain corruption unlike other nations of region.…”

“…The characteristics of the Bhutanese civil service prior to 2006 pertaining to the citizen–state relationship and the role of public participation tended to belong to both the patronage system and the TPA paradigm. The public were expected to be obedient to the state, which was perceived to be ‘vanguardist’ and ‘paternalistic’, and assumed that it knew what was best for the public (Wangchuk, , 847). Part of the reason for such an attitude can be attributed to the fact that the livelihood of the public depended on the public sector and, thus, the public did not have any incentives to challenge the public order (Sinpeng, ).…”

“…During this period, the decision making and reporting structures in the Bhutanese civil service were deemed to have been top‐down and hierarchical (Ura, ; Wangchuk, ). A guiding principle in the Bhutanese civil service was (and continues to be) loyalty to serve the Tsawa Sum (the three main elements, which embodies the country, king and people).…”

“…The broader Bhutanese concern for orderliness and harmony in society and polity is clearly reflected in the structures and processes of the electoral system (Wangchuk, 2004;Evans, 2008). Furthermore, the system's designers were well aware of the volatility of democratic politics in the South Asian region and were determined to exclude the undesirable practices of their neighbours through their own electoral engineering (Togbye, 2013).…”
