The Lebanese Electricity Woes: An Estimation of the Economical Costs of Power Interruptions

Abstract: This paper contributes to the political and scientific debate surrounding the economic costs entailed by the regular power cuts in Lebanon. Examining the data on electricity consumption that was produced by onshore and offshore power plants, this paper estimates the economical costs of power interruptions in Lebanon over the period [2009][2010][2011][2012][2013][2014]. Based on 700 USD/MWh, representing the average value of lost load (VOLL) in that period, results indicate that electricity shortages continue t… Show more

“…Moreover, G b , WF b , DRP b , and L b in (8) represent a set of generating units, wind farms, DR providers and transmission lines which are connected to bus b, respectively. The economic costs of power interruptions in Lebanon are calculated in [35,36], a willingness-to-pay DR mechanism based on locational area with transmission constraints is presented around income statistics and utilizes a state-space approach to analyze the possibility of altering prices by DR. The transmission thermal flow limits are taken into account in (11).…”

“…Most participants were at home and therefore did not have access to the same work environment they did in their offices. This included a lack of private office space and the limited availability of a wireless connection; a condition in Lebanon where electricity inconsistencies are commonplace [ 5 ]. The limited internet connectivity forced researchers to only audio-record, rather than video-record aid workers, which had the benefits of minimizing a breach in participants’ confidentiality and enabled a safe space, but on the other hand, it narrowed the human interaction and nonverbal communication (e.g., body language, facial expressions) necessary for understanding emotional states.…”

“…Another paper introduces outage cost estimations for industry sector customers from South Korea [19]. Various other generic power interruption assessment papers have been published for customers from Germany [20] Lebanon [21] and South Africa [22]. These studies make use of customer surveys and indirect analytical methods to make the estimations.…”
