Thanks to immunization strategies, which is a multistakeholder process that includes scientific, political, and nongovernmental organizational pillars, deaths and the risk of severe disease caused by COVID-19 infection are prevented. However, to prevent the losses caused by vaccine hesitancy, it is important to reveal the causes. We aimed to determine the frequency of vaccine hesitancy in individuals registered in the central district of Giresun, Turkey, and to investigate the related factors. In this cross-sectional study, the sample was selected from the population aged over 18 years, who were eligible for COVID-19 vaccination but had not been vaccinated. The systematic sampling method was used to select the participants ( n = 422) from a list of the entire population ( n = 12,055). The dependent variable was “COVID-19 vaccine hesitancy.” Data were analyzed using the SPSS 22 software; descriptive, Chi-square, and logistic regression analyses were conducted. The rate of vaccine hesitancy was 58.9%. Vaccine hesitancy was higher in those who were old, employed, and had not been infected with COVID-19. After being given information, 55.8% of those who hesitated and 12.4% of those who resisted were convinced. Distrust in vaccines was the most frequent cause of vaccine hesitancy (32.5%). It was found that vaccine hesitancy was two times higher in those who had not had COVID-19 [OR = 1.95; 95% CI: 1.13–3.369], and 1.7 times higher in those who were employed [OR = 1.70; 95% CI: 1.06–2.74]. The fight against vaccine hesitancy and resistance must be based on active information, guidance, confidence, and a thorough understanding of the reasons.

Introduction and aim: Vaccine hesitancy and vaccine refusal are two of the most important health threats, the frequency of which has increased in recent years. The confusion caused by both the imbalances in access to the vaccine and the information pollution in the Covid-19 pandemic has reinforced this hesitation. In this study, the level of vaccine hesitancy in university students and the factors affecting it were investigated. Methods: In this descriptive cross-sectional study, the university students between December 2021 and March 2022 were included. The sociodemographic characteristics of the participants were recorded and the Vaccine Hesitancy in Pandemics Scale was applied. Results: Of 388 students participated in the study, 239 (63.2%) were female and 139 (36.8%) were male. No significant correlation was found between the sociodemographic characteristics of the students and their vaccination hesitancy scores. A significant negative correlation was found between the total vaccine doses of the vaccinated students and both the lack of confidence subscale and the risk subscale (r=-0.155 and p=0.003, respectively; r=-0.124 and p=0.016). While the lack of confidence subscale scores of students with only BioNTech were found to be significantly lower than those with only Sinovac, no significant difference was observed with those with Sinovac+BioNTech (respectively p=0.004 and p=0.053). It was observed that the different views of healthcare professionals about the vaccine caused hesitation in 194 (50%) of the participants. Discussion and conclusion: Vaccine hesitancy is common among university students, who are one of the highest levels of health literacy. Insecurity in vaccination affects vaccination rates. Directing students to accurate scientific information about vaccines will contribute to the improvement of social perception.

Erdemli mal kavramı maliye teorisinin temel konularından bir tanesidir. Buna karşın kavram İngilizce ve Türkçe alan yazında yeterince ele alınmamaktadır. Erdemli mal kavramı tüketici tercihlerinin tam ve doğru olarak ortaya çıkmadığı zaman eksik tüketilen, bu nedenle de kamusal müdahale gerektiren mallar olarak tanımlanabilir. Maliye teorisi açısından zorunlu aşılama, okullarda bedava süt dağıtımı, eğitim vb. mal ve hizmetler erdemli mallar olarak tanımlanmaktadır. Günümüzde erdemli mal kavramı ekonomik ve toplumsal yaşamdaki birçok mal ve hizmet açısından değerlendirilmeye ve tartışılmaya açık bir konudur. Bu çalışmanın amacı erdemli bir mal olarak Covid-19 aşısını ve aşılanmayı maliye teorisi açısından incelemektir. Küresel ve ulusal düzeyde Covid-19 aşısına ve aşılanmaya yönelik olumsuz tutumların arttığı gözlenmektedir. Aşı karşıtlığının artması nedeniyle aşılanma yeterli düzeyde gerçekleşmemekte, bu ise pandemi ile mücadeleyi olumsuz etkilemektedir Zorunlu aşılamanın gündeme gelmesi ise bireysel özgürlüklere kamusal müdahale olarak değerlendirilmektedir. Kamusal otoriteler, aşı konusunda yurttaşları şeffaf bir biçimde bilgilendirmeli, meslek örgütleri aracılığıyla kamuoyunu aydınlatmalı, aşı olmayı özendirmelidir. Böyle bir yaklaşım erdemli malların sağlanmasında otoriterlik eleştirilerini aşmak için de uygun bir alternatif olacaktır.
