BackgroundDrug product data is available on the Web in a distributed fashion. The reasons lie within the regulatory domains, which exist on a national level. As a consequence, the drug data available on the Web are independently curated by national institutions from each country, leaving the data in varying languages, with a varying structure, granularity level and format, on different locations on the Web. Therefore, one of the main challenges in the realm of drug data is the consolidation and integration of large amounts of heterogeneous data into a comprehensive dataspace, for the purpose of developing data-driven applications. In recent years, the adoption of the Linked Data principles has enabled data publishers to provide structured data on the Web and contextually interlink them with other public datasets, effectively de-siloing them. Defining methodological guidelines and specialized tools for generating Linked Data in the drug domain, applicable on a global scale, is a crucial step to achieving the necessary levels of data consolidation and alignment needed for the development of a global dataset of drug product data. This dataset would then enable a myriad of new usage scenarios, which can, for instance, provide insight into the global availability of different drug categories in different parts of the world.ResultsWe developed a methodology and a set of tools which support the process of generating Linked Data in the drug domain. Using them, we generated the LinkedDrugs dataset by seamlessly transforming, consolidating and publishing high-quality, 5-star Linked Drug Data from twenty-three countries, containing over 248,000 drug products, over 99,000,000 RDF triples and over 278,000 links to generic drugs from the LOD Cloud. Using the linked nature of the dataset, we demonstrate its ability to support advanced usage scenarios in the drug domain.ConclusionsThe process of generating the LinkedDrugs dataset demonstrates the applicability of the methodological guidelines and the supporting tools in transforming drug product data from various, independent and distributed sources, into a comprehensive Linked Drug Data dataset. The presented user-centric and analytical usage scenarios over the dataset show the advantages of having a de-siloed, consolidated and comprehensive dataspace of drug data available via the existing infrastructure of the Web.

In the past couple of years we have witnessed an increased interest among governments around the world to release raw data to their citizens. This interest was augmented by converting the raw data into semantic representation to insure that the data can be shared and reused across applications. In this paper we present our attempt to convert Saudi Open Government Data (OGD) into Resource Description Framework (RDF) format by reusing existing ontologies. The advantage of performing such a process is twofold: (1) contribute to the vision of the semantic web and linked open data initiative and (2) enable data exchange and linking with other semantic resources.

ResumoQuando considerado sob um contexto regional, o complexo sistema que caracteriza o processo de inovação recebe o nome de Sistema Regional de Inovação, representando um ambiente heterogêneo, onde diferentes tipos de atores interagem e coevoluem. Dada a sua complexidade, diferentes índices são apresentados na literatura para a mensuração da inovação ao nível das empresas ou em nível nacional, mas que são de difícil aplicação em nível regional, em função da subjetividade de escolha das variáveis e da falta de disponibilidade de dados. Este artigo apresenta um modelo de referência concebido a partir da análise dos modelos de indicadores compostos para mensuração da inovação regional apresentados na literatura, propondo uma classificação e representação da conceituação para os indicadores de inovação regional. O modelo é suportado por dados ligados, objetivando a exploração do potencial de dados regionais disponibilizados na Web por iniciativas de dados abertos e transparência pública na definição de índices específicos para a inovação regional.Palavras-chave: inovação; indicadores de inovação; inovação regional; dados ligados abertos. Using linked data to represent regional innovation indicators AbstractInnovation is characterized by a complex system where different kinds of players interact and coevolve in a heterogeneous environment. When considered in a regional level those systems are called Regional Innovation Systems. Due to its complexity, many different kinds of indicators are presented in the literature to measure innovation at company level or at the national level, but they are difficult to implement in a regional level, because of the subjectivity of the choice of variables and the lack of data available. This paper proposes a reference model designed based on the analysis of indicators of models for measurement of regional innovation in the literature by proposing a classification and representation of the regional innovation indicators. The model is supported by linked data, aiming at exploring the potential regional data available on the Web for open data initiatives and public transparency in the definition of specific indexes for regional innovation.
