In this eighteen-year interval, a few scholars—Fuller and Arquilla ( 1996 ), Ayoob ( 1999 ), Lemke ( 2002 ) and Buzan and Waever ( 2003 )—first applied the notion of regional powers to investigations on the international politics of regions.
