This essay explores how photography and digitization have shaped access to and preservation of key sources of the historical phenomenon of child migration from the UK to Canada, as organized by Barnardo's charity. It examines two case studies illustrating how stakeholders in the history of Barnardo's have adopted digital technologies and networks to ensure the continued preservation and dissemination of photographic sources of that history. Focusing on the significance of digital tools in the process of researching case studies, this discussion opens up broader questions of the role of access and preservation technologies in transnational historical research.

Into the archive of ubiquitous computing: the data perfect tense and the historicization of the present

PurposeThis paper theorizes ubiquitous computing as a novel configuration of the archive. Such a configuration is characterized by shifts in agency underlying archival mechanics and a pronounced rhythmic diminution of such mechanics in which the user's experiential present tense is rendered fundamentally historical. In doing so, this paper troubles the relationship between: archival mechanics such as appraisal, accession and access; the archive as a site of historical knowledge production and the pervasiveness of data-driven daily life.Design/methodology/approachBy employing conceptual analysis, I analyze a classic vision of ubiquitous computing to describe the historicization of the present tense in an increasingly computerized world. The conceptual analysis employed here draws on an interdisciplinary set of literature from library and information science, philosophy and computing fields such as human-computer interaction (HCI) and ubiquitous computing.FindingsI present the concept of the data perfect tense, which is derived from the future perfect tense: the “will have had” construction. It refers to a historicized, data-driven and fundamentally archival present tense characterizing the user's lived world in which the goal of action is to have had created data for future unspecified use. The data perfect reifies ubiquitous computing as an archive, or a site of historical knowledge production predicated on sets of potential statements derived from data generated, appraised, acquisitioned and made accessible through and by means of pervasive “smart” objects.Originality/valueThis paper provides foundational consideration of ubiquitous computing as a configuration of the archive through the analysis of its temporalities: a rhythmic diminution that renders users' experiential present tenses as fundamentally historical, constructed through the agency of smart devices. In doing so, it: contributes to ongoing work within HCI seeking to understand the relationship between HCI and history; introduces concepts relevant to the analysis of novel technological ecologies in terms of archival theory; and constitutes preliminary interdisciplinary steps towards highlighting the relevance of theories of the archive and archival mechanics for critiquing sociotechnical concerns such as surveillance capitalism.

This paper provides a comprehensive overview of digital inclusion initiatives aimed at mitigating the connectivity gap in Africa and the United States. As the world becomes increasingly reliant on digital technologies, the importance of ensuring equitable access to information and communication technologies (ICTs) has become a global priority. This review explores the current state of digital inclusion efforts in two distinct regions, Africa and the USA, to understand the challenges, successes, and lessons learned in bridging the digital divide. The first section of the review focuses on Africa, where disparities in digital access are particularly pronounced. Examining various initiatives, policies, and strategies implemented by governments, non-governmental organizations, and international partners, the review delves into the multifaceted approaches taken to extend connectivity to underserved populations. It highlights the role of innovative solutions such as community networks, mobile technologies, and public-private partnerships in fostering digital inclusion across diverse socio-economic landscapes. In the second section, the review turns its attention to the United States, where digital inclusion efforts also face challenges despite higher overall connectivity rates. By analyzing federal and local initiatives, as well as private sector contributions, the review explores the nuances of digital inclusion in an advanced technological landscape. The examination encompasses efforts to address urban-rural disparities, promote digital literacy, and ensure affordable broadband access for marginalized communities. Comparative analysis between the two regions identifies commonalities and differences in the approaches to digital inclusion. The review assesses the impact of cultural, economic, and political factors on the effectiveness of initiatives, emphasizing the need for context-specific strategies. Furthermore, it evaluates the role of regulatory frameworks and policy interventions in shaping the trajectory of digital inclusion initiatives. Drawing from the experiences of both continents, this review contributes insights to inform future digital inclusion policies and practices globally. By synthesizing the lessons learned from Africa and the USA, policymakers, researchers, and practitioners can develop more nuanced and contextually relevant strategies to bridge the connectivity gap, fostering a more inclusive and equitable digital future for all.
