The conflict in the Central African Republic (CAR) has attracted international attention since the early 2000s. The African Union, the United Nations (UN) and the French Republic have all been involved in trying to help resolve the conflict. Since 2018, Russia has been actively involved in resolving the conflict in the Central African Republic. The government and people of the CAR have repeatedly expressed their dissatisfaction with the functioning of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) contingent and, conversely, expressed their appreciation for the Russian military specialists stationed in the CAR. The author attempts to compare the effectiveness of the UN peacekeeping contingent (MINUSCA) and Russian military specialists operating under the auspices of the Officers Union for International Security (OUIS), based on the essential unity of purpose of these forces. Based on an analysis of data on state control in the CAR and violent incidents from 2014 to 2022, the author concludes that the Russian contingent is more effective in providing security and strengthening the state in the CAR (tasks also outlined in the MINUSCA mandate). The author also analyzes the problems in the functioning of the UN peacekeeping contingents, highlighting their systemic and structural shortcomings. The main shortcoming, however, in his view, is the UN’s commitment to a liberal approach that challenges the sovereignty of the host state. The Russian realist approach, by contrast, focuses on sovereignty and its power component. Thus, the actions of the Russians in the CAR can be studied within the paradigm of “illiberal” peacekeeping.

This article presents a critical analysis of the impact (influence) of the theory of liberalism on the United Nations’ (UN) and Africa Union’s (AU) approach to global peace and security. There are various and sometimes conflicting theories of international relations relating to how world politics functions, including international and regional peace and security. Which theory of international relations and peace would explain the United Nations' role in promoting worldwide peace and security, as well as the African Union's role in promoting regional peace and security within the African continent? Even though this question is difficult to answer and no single theory can fully capture the complexities surrounding the issues at hand, this article contends that the liberal peace framework has had a profound influence on the creation of the United Nations and the African Union, as well as their roles in international and regional peace and security. To this purpose, the study adopts a qualitative critical research strategy with secondary data collection and analytical approaches which comprise characterizing, thematizing, and contextualizing the topic at hand. The paper explains how liberalism influenced the essential thinking, values and norms, institutional legitimacy and mandate. It also conceptualizes and operationalizes peace and security concerns at the UN and AU. This is tied to UN-led global action which, when paired with the AU's considerable continental role, illustrates liberalism's impact in terms of laws, conventions, principles, and practices, facilitating cooperative peacebuilding efforts. Despite some critical theoretical and practical shortcomings, this paper argues that liberalism is still essential to achieving the UN’s and AU's, agenda for global peace and security.

Research on resistance to the inclusion of civil society in peace mediation focuses on armed parties and elites as sites of resistance. Such focus grounds policies that prescribe various strategies and process designs that mediators could employ. The mediation of the Intergovernmental Authority on Development in South Sudan from 2012 to 2015 featured such strategies and attempts at various formats, including strong leverage from South Sudan’s neighbors and top development partners. However, civil society’s inclusion did not fully materialize, and armed clashes continued. Examining this mediation process, this article examines two structural challenges to civil society inclusion under-examined in mediation research. First, divisions within civil society can perpetuate divisions among warring parties and hinder the expected benefits of civil society inclusion. Second, the norms of consent and protecting lives considered definitional in peace mediation prioritize armed parties over civil society, limiting mediators’ ability to promote the latter’s inclusion and potentially encouraging further violence.
