The Association of Southeast Asian Nations (ASEAN), which serves as the linchpin of regionalism in East Asia, is facing a new challenge of great power politics. This article explores ASEAN's position in and strategy for taking cooperative regional initiatives by referring to the management of confrontational politics between rival states. It explains ASEAN's handling of great power politics theoretically by impartial enmeshment for managing great powers’ material interests and moral legitimacy in developing specific ideational frameworks. This article argues that ASEAN managed great powers’ rivalry by enmeshing them into its regional initiatives impartially and maintaining organisational legitimacy by developing systems of socio-cultural norms. It also contends that ASEAN needs, in envisioning the future of Indo-Pacific regionalism, to extend its strategic reach through alignments with other parties and enhance moral legitimacy by deepening and broadening normative frameworks for advancing collective interests for the Indo-Pacific region.

Malaysia’s Posture in the Indo-Pacific Construct

The Indo-Pacific (IP), the region covering the Indian Ocean and the Pacific Region, is concurrently shaping the posture of international affairs. As a littoral state and critical partner in the IP construct, Malaysia’s responses to this stance are inevitable due to its geostrategic location in the construct. This article argues that Malaysia’s posture vis-à-vis the IP as that of a ‘neutralist’. The discussion is divided into two sections. The first section describes weaknesses in the quadrilateral security dialogues (Quad) centrality using the features of regional security complex theory (RSCT). The second section discusses Malaysia’s neutrality vis-à-vis the IP construct. The article argues that, while opportunities can be seen in terms of strengthening the existing relations and tapping into new areas of partnership, Malaysia may face challenges in the form of marginalisation and entrapment. Apprehension is still prominent; therefore, the concept is in a ‘wait and see’ mode. The article concludes that the catalyst is found by drawing a more effective vision of the concept and is the key, particularly if the IP aspires to attract and appeal to Southeast Asian countries such as Malaysia.

Deconstructing media narratives of the Indo-Pacific strategy: Exploring India’s ontological security and national identity in the Times of India

India’s attempt to forge a distinct role for itself in the global order started soon after independence in 1947. Since this watershed event, India’s policymakers have gradually recast their initial strategy of nonalignment, as they realized that Nehruvian “soft” power was not adequate for creating an especially dynamic presence in an increasingly volatile international environment. In response to this realization, India embarked on a journey of transforming its diplomatic benchmarks. In 2017, to counter China’s assertiveness across the region, India joined then-U.S. President Donald Trump’s advocacy in launching the Indo-Pacific strategy. Transforming the nation’s diplomatic benchmarks while maintaining a coherent narrative of national identity was the main challenge. This paper examines the role that media narratives play in maintaining that coherent national identity. To do so, we analyzed 47 reports by the Times of India (TOI) on the Indo-Pacific strategy in order to reveal how elite media strategically framed the nation’s regional policy, thereby ensuring its ontological security—its sense of continuity and order—while conveying its global aspirations.
