The Implementation of Public Policy: A Framework of Analysis*

Abstract: Based on the framework of Paul A. Sabatier and Daniel A. Mazmanian, we analyse the causes of public policy implementation deviation in China. By theoretical analysis and system analysis, we begin with the manifestations of policy implementation deviation. They include: (1) perfunctory policy implementation, (2) attached policy implementation, (3) alternative policy implementation, (4) delaying policy implementation and (5) rough policy implementation. Then we discuss main causes of public policy implementation… Show more

“…The research addresses the program instrument that also has the benefit of mitigating climate change. The literature suggests that implementing a policy model has developed from top-down [35][36][37], bottom-up [38][39][40] and synthesizers [41][42][43][44][45]. Differing views and methodological perspectives in policy research show the pivotal considerations of authority and legitimacy as to how implementation problems are learned.…”

“…From a top-down perspective, Sabatier and Mazmanian (1980), for instance, suggest that there are three sets of variables involved in the implementation processes: tractability of the problem, ability of the statute to structure implementation, and nonstatutory variables affecting implementation. Bardach (1977), in turn, sees implementation as a game in which the actors behave strategically to influence the implementation of a program with the purpose of protecting their interests; and accordingly, those in charge of implementing the policy should structure the game in such a way that the desired outcome can be obtained.…”

“…Many scholars argue that leadership style and relevant experience are as important as policy decisions in the implementation phrase (Costello, 1970;Sabatier & Mazmanian, 1980). The NSS policy has been developed across three generations of local government since 2000.…”
