The relevance of this article is due to the high importance of customs control procedures for the development and expansion of international trade, as well as the need to improve the efficiency of customs authorities through the use of digital technologies. The purpose of the article is to substantiate the need for the development and implementation of the digital tool "Customer Declarant Map" based on artificial intelligence in the processes of customs control in order to increase its efficiency. Methods of a systematic approach were used as research methods, a comparative method to clarify the elements of using artificial intelligence to improve the efficiency of customs control, a qualitative content analysis method to justify the importance of forming a "Customer Declarant Map" was implemented using a descriptive analysis, a review of literary sources and acts international law. Achieving this goal required the solution of certain tasks. Based on the results of the analysis of theoretical approaches to the essence of customs control, its significance for the competitiveness of business was clarified due to the increase in volumes and facilitation of international trade, since customs services act as an external factor in competitiveness and the characteristics of individual decisions within the framework of customs control intended for entrepreneurs, which can be considered positive in terms of enterprise competitiveness. The further active introduction of digital technologies, in particular, artificial intelligence in the activities of customs authorities for the processing and analysis of various information from numerous data sources, is justified. The formation of a "Customer Declarant Map" - a map of the path of the customs declarant, is proposed, the advantages of artificial intelligence in this process are highlighted. It has been substantiated that the introduction into practice of a new digital path map tool for the customs declarant "Customer Declarant Map" will improve the efficiency of customs control, facilitate international trade, and reduce customs risks.

While it is known that some elements of the business environment (BE), such as macroeconomic conditions, impact access to finance and the funding choices of SMEs, very little is known whether other elements of the BE—such as the institutional setting and the regulatory business environment (RBE)—influence access to (or supply of) finance and the funding choices of SMEs. Using a World Bank Enterprise Surveys panel sample (2003–2020) from 30 African countries and employing Propensity Score Matching (PSM) methods, it is noted that while an enabling institutional setting and RBE in Africa increases access to external finance for SMEs, SMEs still opt for retained earnings over funding from banking and non‐banking financial institutions for their working capital. This funding behaviour can be explained by that SMEs located in enabling RBEs have increased productivity and financial performance and so can employ larger amounts of retained earnings for their operations. Furthermore, even though more accessible in enabling RBEs, external finance remains unaffordable for most SMEs in Africa. These findings indicate the need to tailor interventions to make varied finance more accessible and affordable for SMEs in developing countries.

Trade facilitation is widely touted in the literature as a means to increase trade, capital inflows, and economic growth as a result of lower transaction costs; however, its implementation and efficacy pose challenges, especially for developing nations. Despite controversies and differing perspectives on these challenges, some of which were published prior to February 22, 2017, when the Trade Facilitation Agreement went into effect, there is no meta-analysis that evaluates the validity of these challenges. This qualitative meta-analysis is a systematic review of qualitative research examining the difficulties and obstacles developing countries face in instituting trade facilitation reforms. This document lays the groundwork for resolving general trade facilitation implementation challenges in Southern Africa, and in particular Zimbabwe. Significant obstacles to the successful implementation of trade facilitation initiatives include limited financial resources, infrastructural inadequacy, and inadequate institutional architecture. Requisite human capital inadequacy is one of the primary impediments to the successful implementation of the trade facilitation reform process. The elimination of these obstacles would unquestionably boost innovation in trade and commerce, as well as the region's trade legitimacy. Trade liberalization, improvement of legal inter-regional trade, and active participation by merchants in global value chains could be advantageous to governments in developing countries through trade facilitation.
