Despite its importance, the analysis of long-distance transport dynamics and policies has not reached the same understanding of local transport services. One reason is the market-driven nature with respect to the planningdriven one, which makes the most important planning decisions taken internally to the firms.The aim of this paper is to discuss quantitatively the main characteristics of long-distance transport in a liberalised environment (Italy) in terms of market concentration levels, fares and product specialisation. We will consider rail, coach and carpooling services, which are not fully separate markets and interact in terms of supply, prices and groups of customers.The paper also discusses one of the main remaining regulatory issue, in Italy but also in other deregulated markets, which is the potential distortions due to the overlap of subsidised and planned Public Service Obligations with market services.

StreszczeniePierwsze połączenia ekspresowe w Polsce po II wojnie światowej uruchomiono w latach 50. Ich intensywny rozwój nastąpił w drugiej połowie lat 80. W 1992 roku uruchomiono dwie nowe kategorie połączeń ekspresowych: EuroCity na trasach międzynarodowych oraz InterCity na trasach krajowych. Najwięcej pociągów kwalifikowanych kursowało pod koniec lat 90. XX wieku. W kolejnych latach, ze względu na degradację infrastruktury kolejowej i wydłużenie czasów przejazdów część pociągów ekspresowych przeklasyfikowano na pospieszne. Realizowane po wejściu do Unii Europejskiej projekty modernizacji infrastruktury kolejowej, przede wszystkim na liniach wchodzących w skład sieci TEN-T, w połączeniu z rewitalizacją wielu innych odcinków, pozwoliły na znaczne skrócenie czasów przejazdów na wielu trasach, szczególnie tych łączących Warszawę ze stolicami obecnych województw. Równolegle wprowadzono nową generację taboru, w tym EZT dużych prędkości ED250 Pendolino, nowe wagony i lokomotywy dla pociągów dalekobieżnych. W przypadku wielu relacji osiągnięto w ostatnich latach historycznie najkrótsze czasy przejazdów. Celem badań jest analiza głównych kierunków rozwoju i ewolucji systemu połączeń ekspresowych w Polsce. Na podstawie historycznych danych rozkładowych przeanalizowano ewolucję oferty przewozowej w tym segmencie rynku, zarówno pod względem

Faced with increasing challenges, railways around Europe have recently undergone major reforms aiming to improve the efficiency and competitiveness of the railway sector. New market structures such as vertical separation, deregulation and open access can allow for reduced public expenditures, increased market competition, and more efficient railway systems. However, these structures have introduced new challenges for managing infrastructure and operations. Railway capacity allocation, previously internally performed within monopolistic national companies, are now conferred to an infrastructure manager. The manager is responsible for transparent and efficient allocation of available capacity to the different (often competing) licensed railway undertakings. This thesis aims at developing a number of methods that can help allocate capacity in a deregulated (vertically separated) railway market. It focuses on efficiency in terms of social welfare, and transparency in terms of clarity and fairness. The work is concerned with successive allocation of capacity for publicly controlled and commercial traffic within a segmented railway market. The contributions include cost benefit analysis methods that allow public transport authorities to assess the social welfare of their traffic, and create efficient schedules. The thesis also describes a market-based transparent capacity allocation where infrastructure managers price commercial train paths to solve capacity conflicts with publicly controlled traffic. Additionally, solution methods are developed to help estimate passenger demand, which is a necessary input both for resolving conflicts, and for creating efficient timetables. Future capacity allocation in deregulated markets may include solution methods from this thesis. However, further experimentations are still required to address concerns such as data, legislation and acceptability. Moreover, future works can include prototyping and pilot projects on the proposed solutions, and investigating legal and digitalisation strategies to facilitate the implementation of such solutions.
