„Smart digitalization “is a term which describes the implementation of contemporary information technologies and application of digital solutions in improving various public services in society. The main aspect of smart digitalization is the promotion of smart digital services such as „smart cities “, „smart government “and „smart administration “, which represent digitalization of various local, regional and central government activities in the true creation of a common digital platform with a unique approach. A common and unique platform of public services can assure their provision and delivery to various users in society, and the possibility to choose the type of services which they need in daily life. Another aspect of „smart digitalization “is participation in political life of the community by using digital services as a main tool to canalize political processes in the community. An additional element of „smart digitalization “is the harmonization of digital public services, which can assure efficient and economic functioning of public institutions, central and local administrative bodies and different levels of government authority. That approach can be important in the context of green transformation of the EU, which represents one of the main EU public policies, connected with the transition of the European economy and society in the direction of sustainable development. This paper will analyze the main elements of the integrative approach in the implementation of digital technologies in public services. Elements of the integrative approach can be divided according to the implementation of digital technologies in central government digital services, regional government, digital services and local government digital services. The second division of smart digitalization can be divided into e-democracy and e-administration, where e-democracy represents the implementation of information technology in democratic processes in society, and e-administration includes implementation of information technologies in the functioning of administrative bodies and the delivery of public services and goods to the citizens, companies and other social, economic and political subjects in society. In this paper as a research methodology deductive and synthetic approach will be used to describe the main aspects of the implementation of a „smart digitalization “policy and analyze its influence on the sustainable transformation of European society. The applied methodology needs to explain how the implementation of “the smart digitalization “policy in public services impacts on green transition and the social transformation of European society in the direction of sustainable development and strengthening energy independency.

Civil registration is a fundamental process that captures vital events such as births, deaths, marriages, and divorces, enabling governments to create accurate demographic databases and deliver essential services to their citizens. However, in today's digital age, civil registration systems face numerous security challenges that jeopardize the integrity and confidentiality of vital information. This paper highlights some of the key security challenges encountered in civil registration systems and outlines potential strategies to address them. Firstly, the digitization of civil registration processes has opened new avenues for cyber threats. Malicious actors may attempt to compromise the security of databases, manipulate or steal vital records, or disrupt services through cyberattacks. Robust cybersecurity measures, including encryption, firewalls, intrusion detection systems, and regular security audits, are essential to safeguard sensitive data and ensure the continuity of civil registration operations. Secondly, the issue of identity theft poses a significant challenge to civil registration security. Fraudulent practices, such as the creation of fake identities or the alteration of existing records, can undermine the trustworthiness of the system and lead to the misallocation of resources. The implementation of identity verification mechanisms, such as biometrics or unique identifiers, can enhance the accuracy and integrity of civil registration data while reducing the risk of identity fraud. Thirdly, ensuring the privacy and confidentiality of individuals' personal information is critical in civil registration systems. With the increasing digitization and interconnectedness of data, there is a heightened risk of unauthorized access or data breaches. Strong data protection regulations, robust access controls, and encryption techniques can help mitigate these risks, fostering public trust and confidence in civil registration processes. Moreover, the challenge of inclusivity must be addressed to ensure the effectiveness and reliability of civil registration systems. Marginalized populations, including refugees, migrants, and those residing in remote areas, may face barriers in accessing civil registration services, leaving them vulnerable to identity-related challenges. Deploying mobile registration units, leveraging innovative technologies, and promoting community engagement are strategies that can improve inclusivity and extend the benefits of civil registration to all individuals.

Current global trends of digitalization form a new development paradigm, which entails fundamental changes in the processes of strategic modernization of public administration. The study aims to identify trends in the digital transformation of public administration as a condition for increasing social value through the formation of a platform paradigm. The authors have developed a model of digital technological architectural environment of public administration, which allows to significantly improve the process of digital interaction with society, with business, but most importantly, to improve the process of efficiency of the state system in the quality of public service delivery. The authors have structured the definition of the digital transformation of public administration, which represents a transition from the traditional to a holistic transformative approach of digital government. This article describes the key processes that will define the strategic contours of the digital transformation of public administration, associated with the launch of the next innovation and technology cycle. The authors have shaped the prospects of using the possibilities of digitalization of public administration, including its digital restructuring, to further its assimilation of the principle of management by results, to improve its efficiency. To solve the research problems, the authors used a set of scientific methods: system analysis, abstraction, analysis and synthesis. The main method of research was content analysis. The result of the study is a comprehensive forecast of possible stages of modernization of public administration in conditions of deep penetration of digital technologies, which improve the provision of public services. The development of architectural technological environment will ensure the standardization of digital systems aimed at efficient digital public administration, combining ease of use with high functionality. The conclusions formed on the implementation of the results of the study will contribute to scientific research aimed at implementing structural change programmes in public administration.
