Background: Neonatal MortalityRate (NMR) reflects the quality of health services provided by the government. It is very important to disclose the health system capability of each country in managing mother and child health programs because it is an essential health policy that should be prioritized. The health system capability of a country will determine the welfare and social guarantee because most of NMR causes are preventable. Several components such as maternal factors, neonatal and health services were determined as predictors of NMR. The objective of this study is to compare neonatal mortality trends among eight South East Asia Countries (SEAC) from 2000 to 2017. Method: A cross-sectional design was used to analyze the data regarding the causes of neonatal death between 2000 and 2017. Data were taken from World Health Organization Maternal Child Epidemiology Estimation (WHO MCEE) database.The collected data were live birth; neonatal mortality rate; and the big five of neonatal mortality etiologies in the eight SEAC. Data were then analyzed descriptively with line chart to describe the trend of NMR. Result: This study found that Indonesia had the highest neonatal mortality rate, yet the trend decreased gradually from 102.700 in 2000 to 60.986 in 2017, followed by Philippines, Vietnam, Myanmar, Cambodia, Thailand, Laos, and Malaysia respectively. On the other hand, the trend of live birth was the lowest in Indonesia and the highest in Philippines . According to the data regarding the leading cause of NMR, preterm birth was the major cause of neonatal mortality followed by birth asphyxia and congenital defects. Conclusion: Indonesia has the highest mortality rate, yet the etiology such as as premature birth, asphyxia, and congenital disorder is similar to the other eight countries.

Universal Health Care (UHC) in Indonesia, named the National Health Insurance (Jaminan Kesehatan Nasional - JKN), has been running since 2014. JKN was predicted to be the most extensive UHC program in the world. Under JKN, the poor get free health services through the cashless method through a sub-program called Contribution Assistance Recipients (Penerima Bantuan Iuran - PBI). Unfortunately, JKN faced several failures to cover the program's expenditures within years. Within the current dynamics, was PBI, as part of JKN still effectively helping the poor? We examined the effectiveness of the PBI program by measuring differences in out-of-pocket health expenditures for the poor with similar socio-economic characteristics who used PBI and those who did not. We incorporated secondary data from National Socio-economic Survey (SUSENAS). The dataset was executed by using Propensity Score Matching (PSM) methodology. We used health expenditures and socio-economic parameters such as income, education, and gender from the 2017 and 2018 SUSENAS data. We found that in 2017, the total health expenditures of the PBI beneficiaries were lower than the non-beneficiaries. Nevertheless, by merging all two years' data, similar to 2018, we found general pattern that PBI participants' total health out-of-pocket payments were bigger than the non-participants. Health expenditures such as medicine, traditional practitioners, and others, were expenditure classifications in which PBI beneficiaries had lower expenses than non-beneficiaries in 2017. Therefore, Therefore, the UHC subsidy program for the poor in Indonesia has not only been ineffective through the years of implementation but also has not been effectively implemented for all variations of health expenditure types.

Latar belakang: Literasi kesehatan mental merupakan pengetahuan dan keyakinan tentang gangguan jiwa yang membantu pengenalan, pengelolaan, atau pencegahannya dan dapat digunakan untuk melakukan tindakan bermanfaat bagi kesehatan mental individu. Tujuan: Penelitian ini bertujuan untuk mengetahui tingkat literasi kesehatan mental mahasiswa program S1 reguler di Universitas Andalas dengan faktor - faktor yang berhubungan. Metode: Penelitian ini menggunakan data sekunder Studi Literasi Kesehatan 2019 dengan menggunakan sampel mahasiswa angkatan 2018 dari 15 fakultas di Universitas Andalas (n=363). Pengukuran literasi kesehatan mental dilakukan menggunakan instrumen Mental Health Literacy Scale (MHLS) yang telah diadaptasi kedalam konteks budaya dan Bahasa Indonesia. Hasil: Rata-rata skor tingkat literasi kesehatan mental yang relatif rendah yaitu 59,96 dalam skala 1-100. Analisis bivariat menunjukkan bahwa determinan yang berasosiasi signifikan dengan literasi kesehatan mental adalah jenis kelamin, suku, status tempat tinggal, status pacaran, rumpun ilmu, dan kepemilikan asuransi kesehatan. Hasil analisis multivariat menunjukkan bahwa variabel yang berhubungan dengan tingkat literasi kesehatan mental adalah rumpun ilmu, kepemilikan asuransi kesehatan dan status pasangan/pacaran. Yang merupakan variabel dominan adalah rumpun ilmu kesehatan. Kesimpulan: Diperlukan intervensi untuk meningkatkan literasi kesehatan mental yang berfokus pada topik yang terkait dengan mahasiswa laki – laki dan mahasiswa non kesehatan melalui peningkatan edukasi serta pengembangan dan pemanfaatan pusat informasi kesehatan mental di Universitas Andalas.
