Wind power is expanding globally. Simultaneously, a growing number of conflicts against large-scale wind farms are emerging in multiple locations around the world. As these processes occur, new questions arise on how electricity from wind is being generated, how such energy is flowing within societies, and how these production-flows are being shaped by specific power structures. The present paper explores the expanding geography of wind energy conflicts by analyzing 20 case-studies from across the Americas, Africa, Asia and Europe. Based on the Environmental Justice Atlas database, it reflects on how land pressures and patterns of uneven development emerge as two features of the current expansion of wind farms. Following a relational analysis, these patterns are examined to interpret the plural instances of opposition emerging throughout the rural spaces of the world. Electricity is hidden within wires and networks only revealing its quantity and flow when metered. The making of its properties into data is therefore particularly important to the relations that are formed around electricity as a produced and managed phenomenon. We propose approaching all metering as a situated activity, a form of quantification work in which data is made and becomes mobile in particular spatial and temporal terms, enabling its entry into data infrastructures and schemes of evaluation and value production. We interrogate the transition from the pre-digital into the making of bigger, more spatiotemporally granular electricity data, through focusing on those actors selling and materialising new metering technologies, data infrastructures and services for larger businesses and public sector organisations in the UK. We examine the claims of truth and visibility that accompany these shifts and their enrolment into management techniques that serve to more precisely apportion responsibility for, and evaluate the status of, particular patterns and instances of electricity use. We argue that whilst through becoming Big Data electricity flow is now able to be known and given identity in significantly new terms, enabling new relations to be formed with the many heterogeneous entities implicated in making and managing energy demand, it is necessary to sustain some ambivalence as to the performative consequences that follow for energy governance. We consider the wider application of our conceptualisation of metering, reflecting on comparisons with the introduction of new metering systems in domestic settings and as part of other infrastructural networks.

Citizen wind parks in the German district of Northern Friesland are a well-known example of the citizen-funded development of wind power. This paper follows the careful (and successful) collective structuring of wind power in Northern Friesland, along with the State of Schleswig-Holstein's attempt, which was challenged and ultimately overturned, to replicate and generalize participation as a basis for scaling up wind power in the region through planning.In so doing, the paper explores the processes of fair public participation and the modalities through which a shared sense of fairness is constructed. Following John Dewey's theory of valuation (1939), fairness is considered here as a value that emerges from collective practices. Furthermore, by approaching fairness as a 2 dimension of the wind energy assemblage, we capture the finer details of how it is constructed and embedded in everyday life. We argue that this enmeshment of practices and values challenges our definition of energy justice because it requires the making of norms to be connected with shared values. Finally, the recognition of differences among territories plays an important role as wind power scales up.Number of words: 9955 (without abstract and references)
