The Heterogeneous Effects of Formal and Informal Environmental Regulation on Green Technology Innovation—An Empirical Study of 284 Cities in China

Abstract: Promoting green technology innovation (GTI) through environmental regulation is a key measure in reducing the severity of environmental problems. However, the effects of formal environmental regulation (FER) and informal environmental regulation (IER) on GTI have not been clarified. Through theoretical analysis, this paper analyzes the effects of FER and IER on GTI based on OLS and GTWR models. The results show the following: (1) In all Chinese cities, both FER and IER have had a positive impact on GTI. The im… Show more

“…Although the "Porter hypothesis" may have been triggered, the driving force was not strong enough. Therefore, Porter incentivizes that the proposed 'compensation benefits' could not offset the 'cost losses' [26,43], nor could they lead to improvements in environmentally innovative firms. However, with the further improvement of ER, the government will strengthen the supervision of pollution prevention and control of enterprises, while the public has also participated in the supervision, increasing the consumption of green products [44].…”

“…However, other studies have examined the impact of environmental regulation on GI from the perspectives of external knowledge and green absorptive capacity (Zhang et al, 2020). More recently, many research investigated the effect of environmental regulation on green substantive innovation together with strategic innovation (Ren et al, 2023; Wang, Liu, et al, 2022; Yu et al, 2023; Zhang et al, 2023), including spatial effects and general linear relations (Wang et al, 2023). Besides environmental regulation, external policies and financial instruments are also used as incentives for resource allocation to promote GI (Lu et al, 2021).…”

“…Firms are subject to dual supervision of the government and the public under GEID. The strengthening of the environmental protection concept of stakeholders has increased the corporate cost of environmental default (Ren et al, 2023). Therefore, considering their own reputation and image, firms tend to increase R&D investment in green product innovation (Zeng et al, 2022) and promote the transformation of green technology innovation from "end management" to "source management" (Li et al, 2022).…”
