The “goldfish bowl”: a qualitative study of the effects of heightened surveillance on people who use drugs in a rural and coastal Canadian setting

“…Our study results come at a crucial moment as BC will begin a trial period of ‘decriminalization’ respecting the simple possession of a cumulative quantity of 2.5 g of certain illicit drugs in January 2023, via a legal exemption under the federal drug law [ 31 ]. While in principle, the move could have public health benefits, unfortunately, feedback from PWUD communities and others indicates that the threshold quantity of drugs that defined simple possession is too low to be beneficial [ 32 – 34 ]. According to Health Canada, those who possess less than 2.5-g total of certain drugs for personal consumption will typically not be charged for simple possession and police will not seize those drugs [ 35 ].…”

“…Because people who use drugs and experience homelessness are both criminalized and migratory (Bardwell et al., 2018, 2022; McNeil et al., 2015), they are a challenging population to access via research. There is also an understandable distrust of outsiders among this population, who may have been repeatedly failed by formal services (Collins et al., 2019).…”
