The Five Laws of OER: Observations from Ranganathan

Abstract: has long served as a philosophy for the practice of librarianship. The original five laws remain relevant almost ninety years after they were originally proposed (Ranganathan, 1931). As new modes of information and access, as well as resources and technology, have come into existence, these laws have remained flexible and open to adaptation. However, library literature has not yet situated Ranganathan's Five Laws within the context of open educational resources (OER). As freely accessible teaching and learning… Show more

“…The improvement of accesses, saving of funds, and mutual benefits from OER are important ammunition in the main battle of the integration of technology into education. Anderson, Doney, Hendrix, Martinez, Stoddart, & Wright (2019) explains OER by adapting the premise of the Five Laws of Library Science from Ranganathan (1931). These five OER laws are (1) educational resources are used; (2) every learner is with their educational resources; 3) every educational resource is with their learner; (4) time saving by teachers and students; and (5) OER is a growing organism.…”

“…Historically, library patrons have copied, annotated, and otherwise interacted with library resources in ways homogeneous to the 5Rs some consider definitive of OER (Wiley & Hilton, 2018). Contextualizing the academic library's role in supporting and publishing OER, Anderson et al (2019) found publication of OER to be a continuation of the academic library's role in "embracing open and accessible information sources for users" (p. 2). Hess et al (2016) suggested academic library publishing of OER can provide a bridge between formal and informal learners, helping facilitate "inclusive quality education and lifelong learning for all" (Miao, 2019, p. v).…”

“…Throughout history, library patrons have copied, annotated, and otherwise interacted with library resources in ways strikingly similar to the 5Rs some consider definitive of OER (Battles 2004;Lankes 2011;Wiley & Hilton 2018). Anderson et al (2019), contextualizing the academic library's role in supporting and publishing OER, found publication of OER to be a continuation of the academic library's role in "embrac [ing] open and accessible information sources for users" (p. 2). Hess, Nann and Riddle (2016) suggested academic library publishing of OER can provide a bridge between formal and informal learners, helping facilitate "inclusive quality education and lifelong learning for all" (Miao et al 2019: v).…”
