Most of the mayors and aldermen discussed in this thesis have done just that. They have managed to establish necessary, but highly controversial facilities for the homeless and have regained authority for their location decisions through explaining and justifying why they made these particular decisions. They have effectively shown directive leadership in a context that is particularly ill-disposed towards such a leadership style. Considering the controversiality of human service facility location decisions and the general mistrust of directive leadership, political-executives' ability to regain authority was unexpected. And indeed, not all succeeded in doing so to the same extent. The aim of this thesis was to gain understanding of how making controversial decisions affects executives' authority, more specifically, whether and how the rendering of account influences mayors and aldermen's authority. My attempt to answer that question has been an unforgettable experience, a true journey of discovery in the realm of locational conflict.Back in 2008, the project started out as a predominantly theoretical enterprise that focused on the relationship between the call for stronger leadership and the call for responsiveness. If it had not been for my supervisor, prof. Frank Hendriks, this thesis would have contained a multitude of intricate conceptual explorations of 'leadership', 'accountability', 'authority', 'political support', and the like. What I will remember most of Frank's supervision is the 'tja…' he occasionally wrote in the margins of sections of my work that I mistakenly thought of as original, though-provoking, and relevant pieces. I have taken 'tja…' to be the Frankian euphemism for 'I cannot say it is wrong', or even 'well thought out, well-written, but utterly irrelevant'. Resumo:As normas e regulamentos criados e consolidados em sociedade perfazem um conjunto de forças institucionais que pressionam as organizações a buscarem legitimidade em seu setor (Oliver, 1988;Deephouse, 1996). Embora a literatura tenha despedido esforços em identificar as forças que contribuem para o isomorfismo das organizações pertencentes ao setor de serviços, como e hospitais e serviços sociais, ainda há lacunas a serem preenchidas especificamente no que se refere ao setor hoteleiro. Neste sentido, o principal objetivo deste estudo esteve centrado em estabelecer reflexões a respeito da legitimidade na indústria hoteleira e os fatores que determinam sua ocorrência. Metodologicamente, levantamos os estudos seminais e as contribuições recentes na teoria institucional e estratégia em hotelaria. Conclusivamente, nossas premissas de que as principais fontes de pressão institucional de legitimação das organizações hoteleiras, a utilização de mão de obra gerencial e técnica, o atendimento as exigências legais imperativas e facultativas e a imitação das organizações de sucesso, de fato originam-se circunstancialmente de uma ou da combinação de mais das citadas forças.Palavras-chave: Indústria hoteleira; Hotelaria; Legitimidade; Estratégia corporativa; Comportamento organizacional. Although the literature has dismissed efforts to identify the forces that contribute to the isomorphism of the organizations belonging to the service sector, such as hospitals and social services, there are still gaps to be filled specifically as it relates to the hospitality industry. Tal pregunta requiere, en primer lugar, abordar teóricamente el concepto de legitimidad -característico de la sociología desde weber en adelante-así como también su medición empírica, para lo cual se propone un modelo multidimensional de medición de la legitimidad basado en la teoría de David Beetham. el análisis contempla la estimación empírica de este modelo mediante ecuaciones estructurales y modelos multinivel utilizando datos del Programa internacional de encuestas sociales (issP). The question guiding the research is: How do high levels of income inequality in a society influence the legitimacy of earnings inequality? Such question requires on the one hand tackling the concept of legitimacy -characteristic of sociology from Weber onwards -as well as its empirical measurement, by proposing a multidimensional model for measuring legitimacy based on the theory of David Beetham. The empirical estimation of this model is performed by structural equation and multilevel analysis using data of the International Social Survey Program (ISSP).
