The aim of the work was to investigate the aspects of construction, simulate the management system for the construction of small hotels with the development of the graph model, determine the main characteristics of the system components and perform their evaluation using the integrated assessment technique.A systematic approach was used in the process of preparing the publication.The study has determined that the construction of hotels is formed under the influence of a significant number of different factors of the external and internal environment and is a complex process. It is proposed to consider the construction of small hotels in conjunction with the financing, design, development of recreational areas and profitability of the future hotel business.The construction management system is also complex and complicated. For the effective functioning of such a system, the integration of its components on the basis of modeling was carried out. For this purpose, graph theory has been used and a graph-model of the control system has been developed. This approach made it possible to simplify the management system for the construction of small hotels and to distinguish two main subsystems: engineering-construction and economics. The first subsystem includes building objects and recreational areas, the second - investor-customers.The components and functions of the model have been described. The basic characteristics of subsystems and their interrelations were singled out. Then an example of an assessment of the main characteristics of the engineering and construction subsystem using the integrated assessment technique was given.As a result, the most effective variant of the formation of the engineering and construction component of the management system for the construction of small hotels has been determined.Prospects for further research are an in-depth study of the interrelationships between the components of the management system for construction of small hotels and formation of the development direction for this system.

Wybór lokalizacji hotelu jest jedną z kluczowych decyzji gospodarczych. We współczesnej ekonomii coraz częściej kwestionuje się klasyczne czynniki, za podstawy uznając niedoskonałą konkurencję, ograniczoną racjonalność zachowań oraz pozyskiwanie informacji w niepełnym zakresie lub brak umiejętności ich wykorzystania. Znalazło to również odzwierciedlenie w teorii lokalizacji, w ramach której powstał nurt behawioralny. Jego zwolennicy zakładają występowanie pozaekonomicznych, subiektywnych czynników podejmowania decyzji lokalizacyjnych. Wciąż nierozpoznane empirycznie są jednak mieszczące się w tym nurcie przesłanki decydujące o wyborze lokalizacji hoteli. W kontekście tak sformułowanych luk badawczych celem artykułu jest próba identyfikacji behawioralnych czynników lokalizacji hoteli z województwa opolskiego. W pracy wykorzystano cztery główne metody badawcze: przegląd literatury, dokumentacyjną, sondażu diagnostycznego oraz indywidualnych przypadków. Uzyskane wyniki badań potwierdziły istotne znaczenie podejścia behawioralnego w procesie wyboru lokalizacji hoteli niezależnych z województwa opolskiego. Wiąże się to z wyborem lokalizacji wtórnej lub pierwotnej. W tym drugim przypadku, w sytuacji gdy zastosowanie podejścia obiektywnego nie wiązało się z uzyskaniem pewności, że postanowienia są słuszne, czynniki behawioralne odgrywały najważniejszą rolę w procesie decyzyjnym lub stanowiły jego uzupełnienie. Za kluczowe w tym kontekście należy uznać takie czynniki behawioralne, jak: intuicja, naśladownictwo, doświadczenie, miejsce pochodzenia i zamieszkania, przypadek oraz wpływ osób znaczących.

The choice of location is one of the key economic decisions for hotel owners. In modern economics traditional premises are increasingly questioned, and assumptions are often made involving imperfect competition, limited rationality of behavior, and the incomplete scope of information or the inability to use it effectively. This is also reflected in the theory of location within which a behavioral trend has been developed assuming the occurrence of non-economic, subjective factors in making location decisions. The aim of the paper is to identify behavioral factors in hotel location in Opolskie Province in Poland. The paper uses four main research methods: literature review, documentation, diagnostic survey and individual case studies. The study results confirm the importance of the behavioral approach in the process of selecting a location for independent hotels in Opolskie Province, involving the choice of secondary or primary locations. In the latter case, the decision-making process is based entirely on behavioral factors or is supplemented by them in situations where an objective approach is not connected with decision-making certainty. Behavioral factors such as intuition, emulation, experience, place of origin and residence, individual cases and the influence of others should be regarded as highly significant.
