Crafting pertinent policies to facilitate the high-level integration of culture and tourism has now become a vital agenda within the current discourse in China. However, relatively little is known about the actual implementation of various policies to achieve a high-level integration, especially how combinations of policy instruments are deployed in the process of realization. Based on the Policy Instrument Theory, this study uses fuzzy-set qualitative comparative analysis on a sample of 31 provincial administrative regions in China to investigate the influence of typical policy instruments on the integration level of tourism and culture. The results show that each single policy tool is not necessary for high-level integration of culture and tourism. On the contrary, only through an organic combination of different policy tools can affect the integration level. This study also summarizes five policy instrument configurations, which can be grouped into four driving modes of culture-tourism integration: the environment-driven supply-demand coordination mode, supply-driven demand-environment coordination mode, supply-driven mode, and supply-driven environment coordination mode. This study considerably provides critical theoretical and practical insights into the integration of culture and tourism from the perspective of governmental policies.

Although high-quality tourism destinations directly determine the tourism experiences of tourists and the management focuses of tourism management departments, existing studies have paid little attention to the relationship between tourism destinations of differing quality and tourist experiences. This study analyzed the spatiotemporal distribution of tourists and the quality of tourism destinations in Urumqi based on Tencent migration big data and Weibo sign-in big data and ultimately determined whether there are spatial correlations between the two. The results show that there are large differences in quality between different tourist destinations, and although the spatial and temporal distribution of tourists is not strongly correlated with the quality of tourist destinations, we can divide tourist destinations into four categories based on the correlations between the two (e.g., high-quality tourist destinations with a low number of tourists). The results of this study provide tourists with examples of high-quality tourist destinations, thus improving their holiday experiences, and they also provide a basis by which tourism management departments can manage and develop tourist destinations. The results of this study can also be extended to other regions and play a positive role in promoting the development of the tourism industry.

Tourism plays an important role in Kashgar’s socio-economic development. Climate change has a profound impact on the development of tourism. However, basic research on climate change and its impact on tourism remains insufficient in Kashgar. Using the atmospheric reanalysis data ERA5 and the universal thermal climate index (UTCI) model, climate change and climate comfort were evaluated from 1979 to 2018. The annual mean UTCI was −2.3 °C, i.e., at the coolish level, with moderate cold stress, illustrating that Kashgar’s tourism climate was weak. The obvious increase in the annual mean air temperature led to an obviously increased UTCI and a lengthened comfortable period, which provides possibilities to exploit an attractive climate and the potential for tourism. The poor climate conditions imply that the development of Kashgar’s tourism should depend more on the diversification and uniqueness of tourism products and the quality of tourism services. Therefore, the development of increased tourism products and the expansion of tourism regions, in the context of improving climate conditions, were focused on. We expect this case study to provide a reference for consumer travel decision-making and a necessary scientific basis for the planning and implementation of a tourism-based national promotional strategy in western China.
