The evidence base for parking policies—a review

Abstract: Parking policy is one of the key links between transport and land-use policy. Parking policies are often compromised in their effectiveness due to the perceived tension between three of the objectives that parking supports: regeneration, restraint and revenue. In particular the belief that parking restraint measures could damage the attractiveness of city centres to both retail and commercial enterprises limits the political acceptability of pricing policies and planning. This paper presents a review of the evi… Show more

“…Parking is a growing problem in U.S. cities due to the increasing number of drivers and the fact that cars remain parked about 95% of the time (Marsden, 2006;Shoup, 2011). Yet, there is little empirical work on this topic within the transportation literature, even though previous studies show parking in the U.S. is grossly underpriced and inefficient, leading to increased adverse effects including cruising for parking and worsening air quality.…”

“…Next, some authors address the theoretical aspect of parking problems in specific areas such as the Central Business District (Ligocki and Zonn, 1984;Voith, 1997 and1998) or residential areas (Merriman, 1995). Finally Marsden (2006) reviews the (scarce) evidence base upon which parking policies are based concluding that more research is needed in order to fully understand the impact of parking on urban accessibility and attractiveness.…”
