This article explores conceptual and empirical issues related to the moral and ethical basis of professional practice in teaching. In considering the ethical role of teachers within an expanded context of the formal and informal moral life of classrooms, the discussion raises concerns about both the theoretical identification and practical investigation of ''moral lessons.'' It does so through a review of current literature in this area and a report of a 2nd-level analysis of findings from a research study of 2 culturally diverse elementary school classrooms in urban Canada. 1

“…(Campbell, 2003, p. 88) The two teachers quoted above are referring to an influence that further reinforces norms of collegial solidarity and non-interference. The unionization of teachers and the normative attitudes and expectations that accompany this state of collective affiliation demand that union members are first and foremost protective of fellow members (Campbell, 2003;Haynes, 1998;Hetenyi, 1978;Kerchner & Caufman, 1995). Union directives to teachers caution them strongly against lodging a complaint against another teacher, and at least one union in the Ontario context states unequivocally that it will not in any way support a member who reports on another member to the College of Teachers (the professional accreditation body in Ontario responsible for the certification and de-certification of teachers) regardless of the professional process followed or the circumstances of the case.…”

Challenges in Fostering Ethical Knowledge as Professionalism within Schools as Teaching Communities

Focusing on the assumption that genuine collaboration and open collegial interaction among teachers are necessary conditions for the development of schools as professional communities, this article explores pervasive norms within the teacher culture that threaten and thwart such successful collegial engagement. Using qualitative empirical evidence gathered from interviews with and observations of K-12 teachers, the article illustrates the powerful influence of teachers' beliefs about collective solidarity, loyalty, and non-interference in a peer's conduct. It further identifies ethical knowledge as a kind of teacher knowledge that, if shared among communities of practitioners, could replace old norms and fears with a professional foundation for the moral context of schooling.

ÖzetBu çalışmada, ilköğretim okullarında görev yapan öğretmenlerinin etiğe ilişkin kendi kavramsallaştırmaları çerçevesinde denetmenlerin etik dışı davranma düzeylerine ilişkin görüşleri incelenmiştir. Bu araştırma nitel ve nicel araştırma yöntemleri kullanılarak karma olarak desenlenmiştir. Veriler araştırmacılar tarafından nitel yöntemle elde edilmiş olan etik dışı davranış listesi ölçek şeklinde düzenlenerek Antalya ili merkez ilçeleri ilköğretim okulu öğretmenleri çalışma evrenine uygulanmıştır. Ölçme aracının geliştirilmesi süreçlerinde geçerlik ve güvenirlik testleri yapılmış ve sonuç olarak üç faktörlü bir yapı belirlenmiştir. Buna göre birinci faktör 37 maddeden oluşmuş ve insan ilişkileri, rehberlik ve işbaşında yetiştirme olarak adlandırılmıştır. İkinci faktör 22 maddeden oluşmuş ve öğretmen ve ders teftişi olarak adlandırılmıştır. Üçüncü faktör ise teftiş sonrası genel değerlendirme başlığı altında 6 maddeden oluşmuştur. Verilerin analizinde Spss paket programından yararlanılarak parametrik testler kullanılmıştır. Çalışmada sonuç olarak öğretmenlerin, müfettişlerin insan ilişkileri, rehberlik ve işbaşında yetiştirme boyutunda "düşük" öğretmen ve ders teftişi ile teftiş sonrası genel değerlendirme boyutlarında "orta düzeyde" etik dışı davranışlara sahip oldukları belirlenmiştir. Branş, kıdem ve öğrenim durumu değişkenlerine bağlı olarak öğretmenlerin görüşleri arasında farklar olduğu belirlenmiştir. Buna göre branş öğretmenlerinin sınıf öğretmenlerine göre müfettişlerin etik dışı davranışlarına ilişkin görüşleri daha olumsuzdur. Bu öğretmenler arasında 1-5 yıl arası kıdeme sahip öğretmenler 16-21 yıl kıdeme sahip öğretmenlere göre daha olumsuz görüşlere sahiptirler. Ayrıca ön lisans düzeyinde öğrenim gören öğretmenler öğretmen ve ders teftişi boyutunda lisans öğrenimi gören öğretmenlere göre müfettişlerin daha fazla etik dışı davranışlar gösterdikleri kanaatindedir. Bu farkların nedenlerinin açıklanabilmesine ilişkin nitel çalışmalara gereksinim olduğu anlaşılmıştır. Etik dışı davranışlarla başa çıkmada en önemli unsurun bu konuda öğretmenler ve denetmenler arasında ortak anlayış, algı ve beklentilerin oluşturulması olduğu söylenebilir.
