The cultural integration between the United Arab Emirates, Latin America and the Caribbean from the multiple activities related to the signing of agreements, strategic alliances, diplomatic representations and the exchange of official visits, in addition to the economic and financial transformations, have led to cultural integration. The objective of the research was to analyze the process of cultural integration between the United Arab Emirates and Paraguay, through the impact generated by education and technology from international relations. The methodology used was descriptive documentary, with a bibliographic study. The results were aimed at: 1) Commercial and financial movement of the United Arab Emirates, which influenced the transformation of the main continental cultures; 2) Development of an attractive image in relation to economic, social and technological expansion; 3) Cultural and commercial relations between the Mercosur bloc, Gulf countries, and South American countries. It is concluded that the processes of cultural integration between the United Arab Emirates and Paraguay reinforce international relations where education and technology emerge as factors that drive this integration and describe the country brand that they have developed over time.
