The share of renewable energy is increasing throughout Europe. Yet, little is known about how much can be attributed to different actors, other than those commercially active. This paper provides empirical evidence of activities by energy cooperatives in the field of renewable energy in four different European countries. It draws from a database consisting of 2671 entries, contrasting results from current literature. We find that energy cooperatives are important enablers of the energy transition. However, their role is shrinking in recent years due to a tightening or removal of supportive schemes. We conclude that it is necessary to develop a systematic accounting system to properly track and make visible the contributions by different actors. In turn, this will help to better model the likely speed of Europe’s energy transition.

a b s t r a c tThe growing phenomenon of civil society involvement in renewable energy generation has attracted researchers' interest. However, rather little is known of how a diverse and relatively small sector such as community energy could scale up and promote a change in energy production. We examine this issue through the lens of Strategic Niche Management (SNM) and conceptualize community energy as a sociotechnical niche that holds the potential to promote a transition to renewable energy. Drawing on interview data with members of community energy projects and experts in Finland, we identify different types of community energy projects and the factors that may prevent them from scaling up. The study contributes a typology of community energy projects by showing which initiatives could be more inclined to be part of a strategy aiming at scaling up the sector. It also shows the tensions of SNM in the context of non-market-driven innovation, highlighting how exogenous factors such as cultural aspects, the specific context in which community energy develops and the characteristics of community groups are also relevant in the scaling-up process.

A teoria sociotécnica da inovação analisa o processo de transição nos diferentes níveis, micro, meso e macro, conforme esclarece Geels (2002; 2004a e 2006). Essa teoria ao ser aliada ao estudo do desenvolvimento de tecnologias em energia renovável, especialmente a energia solar, aborda uma ampla gama de possibilidades de entender qual a trajetória tecnológica importante e necessária para que uma inovação possa ser definida no regime dominante do mercado. Assim, conhecer os diferentes estudos publicados nessa área e suas principais lacunas, podem auxiliar para futuras pesquisas. A seleção da literatura analisada foi determinada por meio de periódicos internacionais, Scientific Electronic Library Online (SciELO), Directory of Open Access Journals e Science Direct, por meio das palavras-chave “energia solar”, “inovação sociotécnica” e “análise multinível”. Na área de busca definida, obtiveram um total de 94 artigos, dos quais após refinamento da pesquisa totalizaram 46 artigos. Assim, os estudos revelam que essas tecnologias podem remodelar os sistemas sociotécnicos emergente e ampliar o desenvolvimento. Revelou-se assim lacunas de pesquisa que direcionam cada vez mais para entender a dinâmica da transição para a sustentabilidade no que diz respeito à utilização de inovação em energias renováveis.
