The effects of pricing waste generation: A synthetic control approach

Abstract: To internalize pollution externalities into household waste generation, Unit Pricing Systems (UPS) have been adopted worldwide. This paper evaluates the causal effects of a UPS on the disposal of municipal solid waste in Trento, Italy. To account for policy endogeneity due to unobservables, we employ the synthetic control method on a unique panel of monthly waste generation. Our results show that the policy was effective, with a significant decrease of the priced waste stream, unsorted waste, by 37.5%. This ef… Show more

“…For this reason, from the beginning, the implementation of the DSD program in BW involved stakeholders from public and private sectors in the framework of public-private partnerships to provide this service on their behalf ( Bueno and Valente, 2019 ). The state provided waste collection and processing services for green bins, distributed to each household for individual collection of the light portion of packaging waste, while the private companies provided environmental services to business enterprises.…”

“…As a result, the rectangle below the MSC curve has an area of 0.38 * 26.33 = $9.89 for a representative household in this treatment. To calculate household waste-reduction costs (the areas below the demand curves), we again turn to Bueno and Valente (2019) to first calculate the fee increase that, if applied in all post-intervention periods, would produce a total effect equal to 26.33 kg/household. This increase is about 9.5 cents/kg.…”

“…because of acceptance concerns. Additionally, there is some worry that higher prices per unit will lead to increased dumping of waste (Fullerton and Kinnaman, 1996;Heller and Vatn, 2017) or leakage to unregulated areas ('waste tourism'; see e.g., Bucciol et al, 2015), though the weight of the empirical evidence suggests such perverse effects on disposal are small to nonexistent (Allers and Hoeben, 2010;Carattini et al, 2018;Bueno and Valente, 2019;Erhardt, 2019;Valente, 2020). Nevertheless, non-price policies may prove more readily implementable than further increases in the per-unit price facing households.…”

“…Uzależnianie opłat od liczby zużywanych worków (pojemników) i ich pojemności może prowadzić do wyrzucania śmieci na "dzikie wysypiska", a w najlepszym razie do ulicznych koszy na śmieci. Należy jednak zaznaczyć, że istnieją opinie, iż takie postępowanie stymuluje zachowania proekologiczne [Carattini, Baranzini, Lalive 2018;Bueno, Valente 2019].…”
