The Effects of Exogenous Shocks on the Development of Regional Innovation Systems

Abstract: Drawing on previous studies related to the evolutionary aspects of regional innovation systems (RIS), this paper examines how an exogenous shock reduced organisational thinness, fragmentation, and lock-in and thereby facilitated path creation and RIS emergence in a peripheral region. A longitudinal case study

“…Layering, the second, involves “changes in the composition of a firm (or non‐firm) ecosystem resulting from firms’ entry, exit, and survival” (Steen and Karlsen , 135). It is undertaken by entrepreneurs, whose innovations promote cluster development, thereby renewing existing paths or creating new ones (Martin ; Salamonsen ). Conversion, the third, introduces new technology, business organization, or activity in existing firms that serve new markets (Martin ; Steen and Karlsen ).…”

“…Peripheral regions experience development constraints that may compromise their resilience in the event of external shock. Isolation, capital insufficiency, and occupational lock‐in are among the challenges facing resource‐dependent places (Petrzelka et al ; Carson and Carson ; Salamonsen ; Isaksen and Jakobsen ). These influences may hinder path creation, resulting in out‐migration and economic decline.…”

“…Change is believed to happen only very slowly and mainly in relation to existing structures and patterns of interaction which are central to the performance and existing functioning of the system. For more radical change and transformation, strong exogenous influence may be necessary, such as an external shock (Salamonsen, 2015;Simmie and Martin, 2010) or a policy intervention (Aldrich and Martinez, 2001).…”
